<br />MR. STAPLETON: Opposed? <br />(No response.) <br />MR. STAPLETON~ The 'Brighton project is approved. <br /> <br />Yamcolo. ' ,. <br /> <br />I <br /> <br />, ' <br />MR. SPARKS:~' The Yamcolo was again considered quite thoroughly last <br />year and 'it's:back again before the Board for approval. <br /> <br />This is the only true multi-purpose project that we have on this list, <br />in that:theyamcolo would supply: industrial , municipal and agricultu~al <br />water, -as 'well as.contributing to:water quality'of the Yampa River, <br />assist in the control of floods - to a small 'extent -and would:provide <br />an excellent recreational facility. It's the only true completely <br />multi-purpose project that,we have,here. <br /> <br />~ - . .. .. <br />Its status is ,pending appropriations ,by the General Assembly. The: <br />federal government has indicated at least a preliminary intent to <br />participate in a major way in this project through the small projects <br />fund administered by the Bureau of:Reclamation. The 'Bureau is with-. <br />holding approval of that'until~the'state funds become available. <br /> <br />, , <br />Again, this is in an energy impacted area. It's in the immediate area <br />of .steamboat Springs and Hayden., We have a board member who:can spe~k <br />to this project with better understanding that I can"Mr. Fetcher. <br /> <br />MR. FETCHER: I'll just stand over here to save time.', <br /> <br />I made a presentation last year on this project. The only things t~t <br />I,have to'add,.::as'-Secretary of the Upper Yampa Water Conserva,ncy'Dis- <br />trict, which is the sponsoring agency for the project, is that it will <br />help projects like the Hayden prgject in that the releases that will be <br />planned from,this reservoir during the low flow months.will ~ot only. <br />increase the flow: of the Yampa River, but it will improve the quality. <br />And this will have'a good effect on-the, Valley by.improving,in effect, <br />the: water ':quality by diluting the pollutants. <br /> <br />Another factor that is of interest is that the Bureau has told us as <br />recently as two weeks ago that" 'they will recommend a smaLl, proj ect" s, <br />loan for this project if we receive the state funding, because it will <br />automatically" put us in what: they call "Category One," ~lnd "Category. <br />One" projects are funded immediately. With quotes arounl;! the "immedi- <br />ately." <br /> <br />I <br /> <br />. . . . <br />That's about it as far as yamcolo is concerned. We have been working <br />on the project now for fifteen years. It will help the irrigators'in <br />the upper part of the Valley, and it will provide water for both <br />municipal and industrial uses. <br /> <br />REPRESENTATIVE HINMAN: John, what are you talking about from the state <br />now? <br /> <br />..,22- <br />
