I

MR. STAPLETON: Opposed?

(No response.)

MR. STAPLETON: The project is apPJ::oved. I understand that Representa-
tive Wad Himnan from that area is here. Will you stand up? Nice to
have you with us: 11m glad we ha~dled this matter right.

(Laughter. )

~. CARPENTER: So are we.

MR. STAPLETON: The next one is Delta.

MR. SPARKS: Mr. Chairman, this i,s a projElct that we considered last
year also, which was not funded.

In connection with the energy impacted counties and probably in order of
the severity of the impact now being immediately experienced by various
counties, three counties ,come to mind immediately. First, is Moffat
County, and then Routt County, and then Delta County.

Tremendous coal developments are now taking place in'all three of those
counties, the major one being in Moffat. Other counties of it he state
are also beginning to feel some impact. This impact will'grow in the
immediate future, including some of the counties over here in eastern
Colorado; namely, Las Animas and Huerfano. . "

Delta County is one of the major areas now being impacted'by large
scale coal development. Delta is a city that is constantly having to
ration water. They have been rationing only during the summer months,
but at the present time they'~e rationing on a year-round basis
because of the problems they have had with their system. They hope to
get that corrected.

The raw water supply is adequate at least for the time be:!-ng. But much
of the system is rather antiquated and there are no meters in the toWn
today other than for commercial uses.

We did go into this rather thoroughly las~ year. I believe, there is at
least one representative from Delta here today. Is there somebody from
Delta that would like to speak? Y~s, Harley Jackson.

MR. JACKSON: Mr. Chairman and members of the Board, Mr. Sherman, and
Mr. Sparks, I would have brought you over a sample of water, "but they
told me we couldn't spare"it.

I

(Laughter. )

It is very serious over there this year - very, very serious. Based
upon our present consumption, average daily consumption, we h~ve a raw
water supply of 270 acre-feet to last us until spring. Now, that's

-19-
