<br />I <br /> <br />I <br /> <br />would be $199,680. <br /> <br />The replacement of the wooden stave transmission line wQuld be a cost <br />of $33,300. The addition of a five hundred thousand gallon storage <br />tank, which we need, will cost $93,160. We will need an additional <br />seventy thousand gallon storage tank for a plant clean well for a cost <br />of $14,000. The total projected cost for phase one, if constructed in <br />1978, would be $530,000. <br /> <br />Now, a little bit on the water rights for the town of Hayden. The <br />town of Hayden has a good water right and we ,are currently, scouting for <br />additional water to purchase. 'We have an adjudication of two second <br />feet with an appropriation date of 1913. We also have a conditional <br />decree for two second feet with adjudication date of 1966, which is not <br />real good. As the town approaches the full use of the absolute decree, <br />efforts will be made to request adjudication of ,additional water so the <br />town will ultimately have an absolute decree for four cubic feet per <br />second. The town has currently initiated a program to ,acquire approxi- <br />mately eight second feet of high priority water rights that are avail- <br />able in the area. <br /> <br />A little bit on~ some of the efforts we are taking to solve our own <br />problems. We feel that the first priority with our problems is to do <br />everything we can ourselves. Over the past eight months, the town has <br />had several public meetings with the help of the Council of Governments <br />involving all facets of the cOlIDlIUIlity. We have involved in this <br />cOlIDlIUIlity planning the City Council, the School Board, the West Routt <br />Fire District Board, the local Hospital Board, the Library Board, the <br />Museum Board, the West Routt Housing for the Elderly, West Routt Recre- <br />ation, which is currently being formed, and representatives of the <br />energy industry. <br /> <br />From the efforts that we have made in this direction, we have estab- ' <br />lished the list of ten priorities for the community. Our 'priority list, <br />as it stands, item one in priority for the cOlIDlIUIlity of Hayden is the <br />city water system. We realize this is a bottleneck to any.future <br />growth or development. Number two is an elementary school. Number <br />three is in health and safety facilities, primarily a need for a <br />medical clinic, a doctor, dentist, whatever we can attract to the com- <br />munity. <br /> <br />Our next ,item; number four, is a drainage project. We have ,a surface <br />water problem in.a large part of the community, in the old part of the <br />community, which we have got to solve before we can do anything with <br />our streets and our curbs and gutters. <br /> <br />. . <br />Item number five is our sewer and water improvements - the replacement <br />of an undersized main, addition of fire' hydrants ,and replacement of . <br />faulty and undersized sewer lines. We would follow this with street, <br />curb and gutter improvements. <br /> <br />Number seven is public facilities building. We feel that we have a <br />number of entities of the town, including the city government and so <br />forth, that if we could house them in one building as a community <br /> <br />-17- <br />
