HR. STAPLETON:

working toward flood control, control of
phreatophytes and other measures that might
improve the flood and water situation on the
LO\o1er Arkansas. He are coordinating our
efforts with the Corps of Engineers on this I
activity. We met with the Dallas representa-
tives of the Corps on December 13, 1965, to
discuss the coordination.

I am sure that you are interested in
moving the Trinidad Project toward construc-
tion and we have been working vigorously with
the conservancy district to complete contractual
arrangements. By resolution adopted December
29, 1965, the district board approved a draft
of the master contract that we would execute
with the conservancy district. There remains
much work to be done by the district board to
contract with the individual ditch companies.
Each ditch company will receive benefits that
are related to the kind of water rights and
water services that they can be supplied.
Each ditch company will, of course, contract
for a separate amount or an individual amount
of repayment so this is a substantial chore.
.'Ie \olill be working with the district board to
help in every way we can to solve those de-
tailed problems. ITe are encouraged that work
is moving fOrward.

The Hayden-Archer transmission line has
been completed and we have activated the lines.
They are functioning very satisfactorily and
we are very happy to at long last complete
tha t line.

That completes my report, Mr. Chairman."

"Thank you, f.lr. Dugan. I notice your
report was dated January 17th. It is my
recollection there was some news release on
the T\~o Forks project on about the 23rd.
Could you fill us in on time schedule, any
dates, deadlines, etc.?"

"I

I
