I may, ~~. Chairman, I am not speaking from
my position as ~~nager of the Northern Colo-
rado Water conservancy District but as
Chairman of the Advisory Committee.

I would simply like to call the attention
of this Board to the terrific amount of work
that your Director has accomplished in bringing
about among the seven states and putting into
4671 the criteria for the operation of Glen
Canyon Reservoir. I am sure we are all con-
vinced this is the best that can be done for
the protection of the upper Basin states and
for the State of Colorado.

I would only call your attention, at this
point, to the letter I am sure you all received
that was addressed to your Vice-Chairman fol-
lowing the Advisory Committee meeting on
January 28th and the reservations that were
made on the last page, the second page, of
that letter. One, that the endorsement of the
bill as presently written is made with the
qualifications that the revision reflects, as
we all recognize, some departure from the
Board's position in August and that our en-
dorsement of it most certainly is contingent
upon agreement by the states of the Lower
Division. Secondly, that in the interest of
development in this state, that the parties
affected by Senate Document 80 are urged to
arrive at a mutually satisfactory understand-
ing as to the interpretation of certain speci-
fic provisions of that document as quickly as
possible.

You suggested, prior to the luncheon
recess, that the Advisory committee take a
look at a document which you circulated this
morning and which contains a resolution for
consideration by this Board later in your
meeting. I'll reserve comment on that until
the appropriate time."
