Chairman, I am not speaking from <br />my position as ~~nager of the Northern Colo- <br />rado Water conservancy District but as <br />Chairman of the Advisory Committee. <br /> <br />I would simply like to call the attention <br />of this Board to the terrific amount of work <br />that your Director has accomplished in bringing <br />about among the seven states and putting into <br />4671 the criteria for the operation of Glen <br />Canyon Reservoir. I am sure we are all con- <br />vinced this is the best that can be done for <br />the protection of the upper Basin states and <br />for the State of Colorado. <br /> <br />I would only call your attention, at this <br />point, to the letter I am sure you all received <br />that was addressed to your Vice-Chairman fol- <br />lowing the Advisory Committee meeting on <br />January 28th and the reservations that were <br />made on the last page, the second page, of <br />that letter. One, that the endorsement of the <br />bill as presently written is made with the <br />qualifications that the revision reflects, as <br />we all recognize, some departure from the <br />Board's position in August and that our en- <br />dorsement of it most certainly is contingent <br />upon agreement by the states of the Lower <br />Division. Secondly, that in the interest of <br />development in this state, that the parties <br />affected by Senate Document 80 are urged to <br />arrive at a mutually satisfactory understand- <br />ing as to the interpretation of certain speci- <br />fic provisions of that document as quickly as <br />possible. <br /> <br />You suggested, prior to the luncheon <br />recess, that the Advisory committee take a <br />look at a document which you circulated this <br />morning and which contains a resolution for <br />consideration by this Board later in your <br />meeting.
