Board member which contains the various reso-
lutions that we had received from conservancy
districts in the State of Colorado on the
subject of H. R. 4671. That is, those reso-
lutions which we received in time to reproduce I
for this meeting. The Board will have to bear
in mind that many of these resolutions by
various conservancy districts in western Colo-
rado were passed with the understanding that
conditional authorization for their projects
would be included in the legislation. These
conditional authorizations were always my
fondest hope and something which I never
wanted to give up on. Nevertheless the cir-
cumstances are such that I reluctantly have
come to the conclusion that such conditional
authorizations are impossible.

Any resolutions favoring this bill, based
upon those conditional authorizations, by
conservancy districts in western Colorado
should be considered in light only of the
information those districts had at the time
they acted. They certainly are at liberty
to withdraw any endorsement of this bill based
upon the present writing of it. I am deeply
gratified, and I am sure that the Board is
too, that the Grand Mesa l1ater Conservancy
District, despite its great disappointment,
is still continuing its support of the bill.
I hope its action will constitute a model for
the other conservancy districts in the state."
