SPARKS: <br /> <br />~::10;.) <br /> <br />The Grand Mesa board, and now I may state <br />very definitely the San ~tiguel Board, are <br />somewhat distressed to now learn of the possi- <br />bility that, not only will conditional author- <br />ization be affected, but maybe the authorization <br />of the participating projects themselves be <br />affected by the necessity, if that should be- <br />come the position of this Board, of working <br />out an agreement as to the effect of Senate <br />Document No. 80 as it affects the allocation <br />of waters first to western slope projects and <br />then to eastern slope projects. However, as <br />long as this Board is able to present a strong <br />position on the part of Colorado, we will <br />support the construction of the Central Arizona <br />project, as long as included in that legisla- <br />tion is a recognition, if not an authorization, <br />and we certainly hope a strong authorization, <br />for the eventual construction as early as <br />feasibility studies are available, of the <br />western slope participating projects. <br /> <br />Now with particular reference to the San <br />Miguel project, I am sure that I don't need to <br />repeat that we are hopeful now that the final <br />report will be available in the very near future <br />for circularization as required by law and that <br />this project, which has been in the planning <br />stages for so long now, can at long last be <br />authorized as a part of this important legis- <br />lation. We feel that it is for reasons such <br />as these that Colorado ought to go on record <br />in favor of this legislation and we feel that <br />if we cannot get such authorization that Colo- <br />rado is not gaining very much. Certainly the <br />two conservancy districts I mentioned will be <br />greatly disappointed if this Board is not able <br />to take a strong stand in this respect." <br /> <br />"Thank you, Mr. Conklin. <br /> <br />11r.
