I think this Board would be remiss if it
didn't express its appreciation to the members
of the Advisory committee for their work.
They met before and after and during each of
our meetings and all of us have been guided
by their wise counsel and experience.

I next would like to call on Mr. Ken
Balcomb. Ken. "

~lR . BALCOMB:

"Thank you, Hr. Chairman. Members of the
Board, ladies and gentlemen, if I correctly
understand Mr. Barkley he is reserving until
later any comment about the problem which has
arisen affecting the Colorado River District,
the city and County of Denver, the City of
Colorado Springs, and the City of Englewood,
regarding an attempt to interpret certain pro-
visions of Senate Document No. 80. I might
say, however, in that connection and in con-
sideration of the problem, at least what the
River District is facing. As I understand.
John Sayre, it takes him about 25 minutes to
get from Boulder to Denver to talk about a
problem with Jack Ross. On the other hand,
if I want to go down and talk to Andy williams
it takes me two hours and when I go down
there I find that Gene Mast isn't there. As
a consequence I get nowhere in a real serious
discussion about this problem which apparently
now has got those of us on the \~estern slope
on tenderhooks about whether or not we are
going to get any projects at all on the western
slope.

I would like to also call the attention
of the Board to the fact that on the main stem
of the Colorado alone there are at least five
potential participating projects affected,
possibly affected I should say, by any deci-
sion that the group of us arrive at. ~tr.
Conklin mentioned one of them, the Grand Mesa.
There are the Bluestone, the nest Divide, the
Basalt, the Middle Park, at the very least.
There is a possibility of Eagle Divide. They,

I

I
