<br /> <br />to the organization of ~he Colorado River Water Conservation Distriot. Mr. <br />Frank Merriell is Engineer-Seoretary. Mr. Finnigan, a member of the Board. <br />said they were anxious to have some projects investigated. espeoially in the <br />San Miguel area. Judge Stone requested that the matter be disoussed later <br />when Mr. Patterson would be present. <br /> <br />Judge Stone brought up the matter of.the use of the waters of the Colo- <br />rado l1i ver by the Republic of Mexico and explaill.ed that the matter had been <br />discussed with the Sta~e Department at Washingten. He stated that the State <br />Department desires to work with us and that the question of the Colorado <br />River and the Rio Grande would probably both be oonsidered at the same time. <br /> <br />Judge Stone gave a review of the report of J~e 9, 1941 regarding the <br />position of the State of Colorado under the provisions of the Boulder CanYon <br />Project Adjustment Act. A discussion followed regarding the matter of repay- <br />ment 'and reimbursement of money by water users 1II1der this Aot. <br /> <br />Judge O'Rourke made a motion that a OOE tt.. of three be 'appointee! by <br />the Director of the Board to oonsider the matter with referenoe to expendi- <br />ture and division of the Boulder Canyon Project Adjustment Act Fund. Judge <br />Stone to act as ex-offioio member. The motion was seoonded and unanimously <br />acoepted. Judge Stone appointed Judge O'Rourke. Silmon Smith and George A. <br />Pughe, with the understanding that Frank C. Merriell be oalled into the dis- <br />oussion. <br /> <br />The meeting was reoessed at 5110 P.M. to reoonvene at 9:30 A.){.. July <br />24, 1941.' <br /> <br />Thursday, July 24. 1941 <br /> <br />Meeting was reoonvened by Vice-Chairman Wallrich at 10,05 A.M., July <br />24, 1941. Minutes of the meeting of January 15. 1941 were correoted and <br />then adopted. Minutes of the meeting of Maroh 14. 1941 were read and also <br />adopted. <br /> <br />Mr. Riter stated that $1.975.000 is available for investigation in the <br />Seventeen Reolamation States. including $250.000 appropriated out of the Colo- <br />rado River Conservation Fund whi ch may be 'expended only in the Colorado River <br />Basin. Mr. Riter stated the Bureau spent $850.000 last year on investigations. <br /> <br />Judge Stone explained the need for additional gaging stations in Western <br />Colorado for the purpose of determining water supplies for proposed ~rojeots. <br />He stated that the Board had been requested to enter into an agreement with <br />the U. S. Geologioal Survey and the Bureau of Reolamation to spend $5,000 for <br />these gaging stations, matohing .money with these agenoies. $3,000 of this <br />amount can be paid out of the balance from the last biennium. He stated Mr. <br />Debler had presented a form of contraot whioh is in use in some of the other <br />states for matohing funds with the Bureau of Reolamation. <br /> <br />A general discussion followed conoerning the investigation of projeots <br />by the Bureau of Reolamation. This disoussion was partioipated .in by Judge <br />O'Rourke, Mr. Riter. Mr. Patterson, Mr. Merriell and Judge Stone. The need <br />for projeots in the fifty projeot areas of the Colorado River basin was dis- <br />oussed in considerable detail by Mr. Patterson. <br />
