<br /> <br />.. <br />, <br /> <br />i <br /> <br />o.g <br /> <br />. <br /> <br />ry <br /> <br />e <br /> <br />Mr. Page stated there is a shortage ef power in all parts of the oountry <br />'!Ild that national defense has priority OTer everything. <br /> <br />Governor Carr stated that we need the crolorado-Big Thompson power and <br />-"hat the projeot should be hurried along_ Mr. Page said that he felt that <br />there was semehope that priority might.. granted for the Colorado-Big <br />_Thompson project, possibly an A-l-d but that there is a feeling in Washington <br />that the projeot oo~ldn't be oompleted until ~he present emergency is passed. <br />Mr. Page stated that Grand Coulee Dam has all J...l..~ rating beoause or the <br />aluminum shortage. <br /> <br />Judge stene introduoed Mr. F. O. Hagie, Seoretary-Manager of the National <br />Reolamation Assooiation. Mr. Hagie disou.sed the plans for the annual oen- <br />vention of the National Reolamation Association to be held at Phoenix, Oll <br />- Ootober 15, 16 and 17. He stated that Mr. Page has arra~ed for seven of <br />the departments ef the Bureau to be a~ilahle for oonferenoe during the oonvention. <br /> <br />Mr. S. O. Harper, Chief Engineer of the Bureau of Reolamation spoke .r <br />the diffioulties they are having in finding the needed power for defense <br />industries. <br /> <br />Judge Stone reported that Mr. Page and llr. Hagie are doing very effeotive <br />..work in Washington in getting money for this year's reolamation program. <br />Judge Stone stated that money needed for steUl power plants should not be <br />obtained as part of the reolamation appropriation but from SOme other source. <br />If appropriations for steam pl~ts are made a part of the reolamation <br />program it will lead to issues and oontroversies and weaken the effective work <br />for striotly reclamation development. It is getting beyond the primary purpose <br />of the program. Although projeots may nelt prooeed as fast as we should like <br />at present we should see that adequate funds beoome available to the Bureau <br />and assist them in getting ready for projects when the emergenoy is over. We <br />must cooperate with the Bureau of Reolamation in working out projeot investi- <br />gations. Judge stone told of the oooperation of Mr. Debler. <br /> <br />Governor Carr expressed how very Duoh Colorado appreoiated.the sympathetic <br />understanding and whole-hearted cooperation whioh we have enjoyed from the <br />Bureau of' Reolamation and the National 1.81..-ti= Assooiation. (llr. Hagie, <br />Mr. Page and Mr. Harper departed from the meeting). <br /> <br />Meeting recessed at 12tlO P.M. to reconvene at 11'30 P.M. <br /> <br />Meeting reoonvened Wednesday, July 23rd, at 1,15 P.M. ,with vioe-ohairman <br />Wal1rich presiding. Governor Carr was U1UI.ble to attend the afternoon session. <br /> <br />Judge Stone introduoed Mr. L. C. Bisbep, State Engineer of Wyoming, and <br />Mr. Bennett, Engineer-Secretary of the Wyoming Water Conservation and Planning <br />Board, also Mr. C. N. Feast and Mr. Gilbert N. Hunter of the Colorado Fish <br />and Game Commissien. Mr. Feast stated that the Fish and Game Commisdon 18 <br />interested in develop4lg fish in the lake illlpounded by Caddoa Dam. Judge Stone <br />suggested that the matter be disoussed with Mr. Patterson, the State Engineer, <br />and himself. <br /> <br />Judge Stone stated that the Southwest Water Consern.tion Distriot had been <br />formed oovering seven oounties in Southwestern Colorado, and is very similar <br /> <br />
