I

As you know, the President's water policy message was very heavy on
water conservation education, and water conservation has been on our
minds for years. In fact, Colorado has been so far ahead of the
President, that in the area of water conservation education alone, the
Governor and the Drought Council authorized 25 thousand dollars in
February to develop our Captain Hydro program, which is just one little
aspect of the water conservation program. I think with Emilie's
leadership we have made a lot,of progress in developing the Captain
Hydro program into a reality with the Department of Education, and
that is no small feat.

The latest communication you have related to a series of workshops on
the water conservation-Captain Hydro program, and it went equally to
educators as well as water users. We are tying to get educators into
the act very early in the game. It is a long-range program.

Well, I would like to introduce you to Emilie. Emilie has a little
show that brings you up to date as to where we are.

MISS AILTS: Thank you again for having me here to present to you what
we are doing.

Today I would like
program got going.
are doing and what

to give you a very brief history of how the education
With the slides I would like to show you what we
we hope to be doing in the future.

The Colorado Water ' Congress was organized in 1958, and this was to
bring together competing water users that needed a forum to express
their ideas about their water needs. Its purpose, as expressed when
they were brought together, was to unite these water users to promote
and support mutually acceptable programs of conservation, protection,
and development.

I

The education followed that. When it was first instituted with the
Colorado Water:Congress, it was based on,a newsletter, and a series of
meetings. This meeting was an annual thing, and the newsletter was a
monthly production. It brought together the ideas of , municipal water
uses, agricultural water uses and industrial water uses. As the state
has changed, the education program has changed, also. We found our-
selves with more than just the three 'competing water users. We have
water users who are interested in predominantly recreation, and we have
water users interested in,water for esthetic purposes. So we have
found ourselves in ,a position pf having to make our education program
a little more important, which,we have done to this point. We have
expanded the topics that we discuss in the newsletter, and we have
expanded our series of meetings from one year to many per year.

-23-
