the United States Congress~

I think that at the same time this legislative committee could be a
continuing committee and could: also: look at the federal problems and
the federal legislation that may,be,required. '

MR. STAPLETON: Mr. Sparks, in that regard, initially I think I will
appoint Mr. Kroeger and myself to'meet with you and see- how we need
to expand it,among the board~ ,I think we should take some primary
responsibility in that regard. The three: of us can get together and
see how we want to proceed.

Would that be satisfactory?

MR. SPARKS: -Yes, anything to get started.

MR. STAPLETON: All right. We will be in touch with many of you as we
progress. Let's get it started that way and see how it works out.

Are there-any objections to that thought? (No response.)

All right, the Colorado Water Congress has, been busy, very much so.
We have been getting its mailings. Are you going to speak on that?-

MR. SPARKS:: No, Mr,. Caruso, the director will speak.':

MR:. STAPLETON: Mr. Caruso, the floor is yours. You have been getting
out a lot-of material lately. -

MR. CARUSO: Thank you-very-much. :1 am Fred Caruso, executive director
of the' Colorado Water Congress. Most of you do know me, at- least
through mailings.

If you will give me a second, I will set up a slide projector,' because
I want to show you what we are doing.

First, I would like to thank you for the opportunity to make a
presentation. With me is Emilte.'Ailts, who is our educational director.
She has been with us since last'September, developing a broad based
educational program, which she' will describe to you in more detail in
a few minutes '.

Our' purpose is to bring you ,up to' date on our educational program,. You
have pretty well followed us: over the past 20 years of our, development.
We have entered a new era with an expanded program. Using the materials
that have been kind of pioneered,by our predecessors, we are just trying
to build on a program to meet the, changing needs of, Colorado.
