I'm wondering if <br />some kind of representation can't be made to <br />the Bureau of Reclamation to indicate that <br />perhaps work could be continuing on the <br />feasibility before the reconnaissance report <br />had gone through all of the ramifications and <br />time it takes to complete that through Wash- <br />ington and the various agencies, and so on. <br />There's a delay period in there for quite <br />some time. Sometimes it amounts to as much <br />as two years and we are losing a lot of time <br />there. If we could go ahead on the feasibil- <br />ity on it - on a project that we were pretty <br />sure would be feasible anyhow - instead of <br />waiting until all that red tape has gone along <br />on that reconnaissance, it seems to me we <br />could save a lot of time." <br /> <br />1 <br /> <br />"That's why I requested the Board to <br />start supplementing some of these project in- <br />vestigations to take up some slack during <br />that transition period.
