some kind of representation can't be made to
the Bureau of Reclamation to indicate that
perhaps work could be continuing on the
feasibility before the reconnaissance report
had gone through all of the ramifications and
time it takes to complete that through Wash-
ington and the various agencies, and so on.
There's a delay period in there for quite
some time. Sometimes it amounts to as much
as two years and we are losing a lot of time
there. If we could go ahead on the feasibil-
ity on it - on a project that we were pretty
sure would be feasible anyhow - instead of
waiting until all that red tape has gone along
on that reconnaissance, it seems to me we
could save a lot of time."

"That's why I requested the Board to
start supplementing some of these project in-
vestigations to take up some slack during
that transition period. Actually we are
terming some of these 'reconnaissance re-
ports' for a special reason at the present
time, although it is really the beginning of
the feasibility report. We know that delay
is coming and it still could be improved
upon. We'll just have to continue to try to
get in this transition period with the assist-
ance of state funds in order for that delay
not to take place. That's what we are try-
ing to do on the Ruedi, the Upper Gunnison
and the Grand Mesa at the present time, and
the Narrows."
