on our program but we feel that while we are
doing it, it should be done thoroughly. We
are getting every cooperation with the Ground
Water Branch of the United States Geological
Survey and with interested agencies. Other
agencies such as municipalities are interested
in this program and are contributing money to
it.

On the surface water, we have the great-
est gaging program now going that we have
ever had in the history of this state. Again
we have had every cooperation from the Sur-
face Water Branch of the United States Geologi-
cal Survey who actually performs the field
work and installs the necessary gaging sta-
tions. That program is of great magnitude at
the present time but will start to drop off
in succeeding years as we acquire the neces-
sary information.

On the Rio Grande, as you have already
heard from Mr. Moses, the situation there is
deteriorating. We are not making any progress
whatsoever towards a solution of the Rio
Grande problem. Under the present framework
of the conditions in the Rio Grande Valley it
seems hopeless to expect any improvement in
the future. What the eventual outcome of that
will be I do not know but New Mexico and
Texas will have something to say about that,
I am sure. We are not dissatisfied but they
are.

Bulletin No. 16. Copies of this have been
sent out to people on our mailing list and
incidentally, we have copies up here for any-
one who would like to have them. It is a
very short summary of the fiscal program for
the forthcoming fiscal year as now pending in
the Congress. To go down the items rapidly,
the Transmission Division is a continuation
of the ColoradO-Big Thompson Project and has
to do with improving the transmission and
substation facilities in Colorado to deliver
