period. That has resulted in our engineers
working overtime and trying to get these
various construction contracts under way at
an earlier date.

I

As far as the Glen Canyon Unit of the
Storage Project is concerned, construction is
now about 40% complete. 800,000 cubic yards
of concrete has been placed in the dam and
powerplant since June 17, 1960. Contract was
recently awarded for the construction of a
temporary tourist center at the east end of
the Glen Canyon Bridge during February.

On Flaming Gorge, the construction is
now about 35% complete. Concrete operations
have stopped during the winter and the work
consists principally of excavation of the in-
cline spillway tunnel and modifications and
repairs to the batch plant.

The Navajo Unit is about 65% complete
with more than l7,000,000 cubic yards of mater-
ial in the dam proper.

On the Curecanti Unit, on March 14, the
State of Colorado will open bids on the con-
tract for the two large bridges and the 6-1/10
mile section relocation of Highway 50. I
think this contract will be the largest single
contract that the Colorado Highway Department
has ever awarded. Award of the contract for
the construction of Blue Mesa Dam is scheduled
for the spring of 1962.

1

As far as the transmission system is con-
cerned, I think you are all aware that the
Secretary of the Interior, that is, Secretary
Seaton, approved the construction of the all-
Federal transmission system for wheeling
Colorado River Storage power and the rate
analysis for the sale of storage unit power.
On February 3rd, Secretary Udall reaffirmed
the Department's basic position with regards
to the all-Federal backbone transmission sys-
tem. Bids were opened February 28th on the
Flaming Gorge-Rangely, Rangely-Oak Creek,
