1784

MR. STAPLETON:

MR. SPARKS:

MR. STAPLETON:
MR. BARNARD, JR..:

most sympathetic in their approach to this
problem and have given an honest and forth-
right consideration of our problems.. We
appreciate" it very deeply. I did want that
to be stated and to be in the record."

"Thank you, Mr. Eakes.

I

There may be other changes before you
meet with New Mexico? Or do you want this
approved in principal, or in part, at this
time ?"

"I think in principal. There might be
some minor changes. I think, as far as the
Committee is concerned, we have covered every-
thing in substance that occurred to us and that
we think is practical.

There are other matters, such as John Bar-
nard, Sr. mentioned. We are, of course, fully
aware of that problem. I think Mr. Peterson
put his finger on it. We think that phrase would
destroy this legislation without any question.
In that same way, New Mexico could say 'Well,
why don't you put that in your projects in Colo-
rado? It is just as relevant to yours as it is
to ours'. It could be applied just as well to
any project that we have in Colorado. Whatever
bill is introduced with that rider - and that
would be considered a rider - would destroy the
project."

"Is there any further discussion?"

"I would like to make one other observation
before we leave the subject entirely. A great
many of the things that have been said, I think
sometimes the feeling that our entire future
must, of necessity depend on federal funds
carries us to lengths that we should not other-
wise go. I believe, personally, that before we
get to the point where we are required to aban-
don all hope of development of one area in order
to insure federal money for projects in other
areas, we ought to take a look at our own pro-
gram and see if there aren't ways and means
that we can layout our own future rather than
having it laid out for us by others.

With that observation I'll shut up."

I
