I

I

MR. MILLER:
MR. STAPLETON:
MR. MILLER:

MR. SPARKS:
MR. BUNGER:

1785

"Mr. Chainnan."

"Mr. Miller."

"I understood Mills Bunger had some
comments which he, I guess, has talked to Mr.
Sparks about. Do you want to have those pre~
sented at this time~'

"I'm not sure what Mr. Bunger had in mind."

"I made the initial survey on the San Juan
Project for the Bureau of Reclamation. At that
time, by the construction of some storage in
Colorado! there appeared there would be an aver-
age of 3UO,000 acre-feet that could be furnished
to New Mexico. Now we were unable to find any
new lands in New Mexico that could be irrigated
with this water, except west of Albuquerque, New
Mexico. The cost of getting the water there was
pretty expensive; so this water they are asking
for is probably for supplemental uses and a big
part of that~ or quite a part of that, is going
to get into blephant Butte Dam.

I was wondering why Colorado couldn't get
some modification of the Rio Grande Compact. It
is obviously not fair to the San Luis Valley.
At one time I had charge of the Bureau office
over there and I am familiar with conditions over
there.

As to the San Juan, I also made the survey
for the Navajo Project. Practically all of the
lands that can be irrigated there are Navajo
lands and as you know! this 838,000 acre-feet,
that is, up to 838,00u acre-feet, allocated to
New Mexico is something new. I think it isim-
possible for New Mexico to divert her., 838,000
acre-feet. She hasn't got the land to use that
on so she is not going to consume her 838,000
acre-feet. As has been said here, that is going
down to Glen Canyon to make power and also going.
to Lee Ferry to make up the upper basin's 750,000
acre-feet for the lower basin.

I am also familiar, as John Barnard, Sr.
mentione9, with that Indian land down in the
lower Colorado. I am familiar with that area
there. Our allotment to New Mexico amounts to
about lt million acre-feet. I think there would
be enough water down there to irrigate those
Indian lands, since they are all in the Colorado
