The words ' INITIAL STAG'E OF THE' <br />'AS CONDITIONED~ MODIFIED AND LIMITED HEREIN'. <br />This is the copy which was finally presented <br />after the meeting of the committee yesterday. <br /> <br />This is a rough subject to start out on <br />this early in the morning but one that ought to <br />loosen up everyone for the rest of the meeting. <br /> <br />As all the Board members are fully aware, <br />the San Juan-Chama and Navajo Irrig~tion Proj- <br />ects' problem has been a great problem and one <br />over which strong differences of opinion now <br />exist between this state and the State of New <br />Mexico. It is unfortunate that we did not get <br />to this matter sooner; as a matter of fact, a <br />good many years ago. The project report was <br />actually completed by the Bureau of R~clamation <br />in 1955 and we knew about the project for many <br />years prior to that time. We have not been able <br />to give any reasonable alibi, of course, to the <br />State of New Mexico as to why we are just how <br />getting ~round to formuiating some policy in <br />this state on these projects. They are important <br />projects to the State of New Mexico and I might <br />say that these two projects are the crux or the <br />Colorado River water development within the State <br />of New Mexico. They are just as anxious to get <br />these projects and have put forth every _ -- , <br />effort as we, have put forth on the Curecanti <br />and the Fryingpan-Arkansas Projects. <br /> <br />Actually we have had under consideration <br />by the staff, and other people, this project for <br />over a year past. The Board will recall that <br />field studies in the San Juan Basin, Colorado, <br />were authorized so that we could formulate some <br />reasonable proposition or amendments to this <br />legislation. That field study was completed in <br />December of 1959 by Mr. J ex,. who worked in co- <br />ordination; in particular with Mr. Gildersleeve, <br />Mr. Kuiper and myself, on the preparation of the <br />report. The report has been presented to us by <br />Mr. Jex. Some additions will be made to it:from <br />the information we have available in the office. <br />The report submitted to us was basically a field <br />report. As soon as it is revised or ,added to by' <br />our own staff, it will be presented as a finished <br />report and turned over to the Water Investigation <br />Commission for their review. After that review <br />is completed, it will be published in its final <br /> <br />I <br /> <br />I <br />
