We were not will- <br />ing to make any specific recommendations on <br />these projects until that report was completed. <br /> <br />I <br /> <br />I would like to briefly go through the <br />changes here. There are some very significant <br />changes to the proposed legislation and, without <br />a doubt, will create some objection in the State <br />of New Mexico. We think however, that these <br />changes do not destroy the feasibility of these <br />projects, nor have we taken any water which the <br />project reports say was necessary to sustain the <br />feasibility of the projects. <br /> <br />On the first page you will note that all the <br />words in caps are w~rds which were added by our <br />committee. We have added these words on the <br />first page 'INITIAL STAGE OF THE San luan-Chama <br />Project'. I might state that it is our conclu- <br />sion that the State of Colorado can permit only <br />the initial stage. The initial stage contem- <br />plates the diversion of 110,000 acre-feet of <br />water annually from the headwaters of the Navajo, <br />the Little Navajo and the Blanco Rivers in Colo~ <br />rado, diverting the water to the Chama River in <br />Colorado whioh is a tributary of the Rio Grande, <br />but which ri~er - the Chama - is not covered by <br />the terms of the Rio Grande Compact and is not <br />covered by the terms of any compact or agreement <br />with the State of New Mexico. As a practical <br />matter, very little of the water can be utilized <br />in the Chama basin of Colorado. <br /> <br />So we have limited the project to the initial <br />stage. Nqw actually that is all that New Mexico <br />is asking for, but the bill authorizes the Secre-. <br />tary to construct diversion facilities for the <br />second stage. We have striken that out. We have <br />said that the initial stage should be the initial <br />and final stage. The final stage contemplates <br />the diversion of 235 000 acre-feet of. water <br />annually from not oniy the Navajo, the Little <br />Navajo and the Blanco but other tributaries in <br />Colorado. As the result of field studies con- <br />ducted by Mr. lex, we concluded that the. final <br />stage of this project forever foreclosed some <br />pending development in that region in the State <br />of Colorado. <br /> <br />I <br /> <br />Also we felt that in the overall summary of <br />
