Program outreach and education <br /> <br />4 <br /> <br />Engineering and Water Quality <br /> <br />Engineering and water quality efforts are designed to support all elements of the other base <br />programs with requisite technical analyses, The support analyses performed by the <br />Engineering and Water Quality base program include: <br /> <br />. Hydrology and hydraulics analyses for determination of water availability and <br />evaluation of potential for material injury <br />. Assist the Legal Protection base program element by analyzing water right <br />applications to determine type and degree of injury to instream flow water rights, <br />. Prepare engineering reports, court exhibits and expert testimony for changing <br />acquired water rights to instream flow use and for other cases involving the <br />protection of instream flow water rights, <br />. Provide technical assistance and engineering support to the Attorney General's <br />Office in case resolution, negotiations, or litigation of instream flow related water <br />court cases, <br />. Review pending water quality actions, including ruJemaking hearings and new rules <br />and regulations of the Colorado Water Quality Control Commission to evaluate <br />impacts to existing water rights or water development in the state, <br /> <br />. <br /> <br />ISF Methodology and Biology <br /> <br />The focus of this base program is to support the Board's appropriations by applying the best <br />available science to develop and analyze candidate stream recommendations and to evaluate <br />new methodologies for determining the amount of water required to preserve the water <br />dependent natural envirorunent. The support analyses performed by the ISF Methodology and <br />Biology base program include: <br /> <br />. Coordinate collection of biological data to support the quantification of <br />recommendations for new and acquired ISF water rights, <br />. Coordinate research of new and evolving quantification methodologies for reliability <br />and applicability to Colorado's ISF appropriations, <br />.
