<br />,. ,I' . ~ <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Discussion Topics Generated from the Strategic Planning Effort <br /> <br />The following is a list of discussion topics (e,g;, concerns and ideas) that were expressed <br />during interviews conducted over the past nine months with State and Federal agencies, the <br />environmental community, water providers and users, and members of the Board and Board <br />staff, The staff may want to consider using this or some other list of topics to help identify <br />and prioritize the policy and related issues that will be addressed either by the Board, the <br />Board staff, or the subcommittee, or some combination thereof. <br /> <br />i) May need clearer definition of measurement methods (or "metrics") to assessment ISF <br />Program achievements related to, but not inclusive of, issues such as: <br /> <br />. Numerical listing of how and where ISF Program has helped to protect seasonal <br />populations of fish, and/or instream environments using measurements such as <br />number of miles of streams with appropriations or acquisitions with wet water <br />per year, number of calls placed to protect water rights assets, number of gages in <br />place, location of endangered or threatened species protected, etc, <br />. Locations where ISF Program has prevented listings of endangered and <br />threatened species, <br />. Locations where ISF Program has helped to protect interstate compacts <br />. Locations where ISF Program has helped local interests in managing limited <br />water resources, <br /> <br />ii) <br /> <br />May need to identify rules and/or practices that provide for more clarity or consistent <br />applications of the ISF Program to candidate streams, (e,g" quantification of in stream <br />flow needs, inclusion of return flows in water availability assessment, general <br />approach to water availability analyses, etc,), <br /> <br />iii) May need to identify if the ISF Program is going to continue to be focused on choosing <br />candidate streams for new appropriations and acquisitions which are cold,water <br />fisheries, <br /> <br />iv) May need to identify where ISF rights are not met either on an infrequent basis or a <br />regular basis, <br /> <br />v) May need to identify those situations where the legislature may have inadvertently <br />required Board or Board staff action, or commitment of resources, without adequate <br />funding, <br /> <br />vi) May need to careful identify potential statute and/or rule revisions that may be needed <br />to support stated goals and/or clarifications identified as needed by the Board and <br />Board staff <br /> <br />vii) May need to get the "message out" about the ISF Program and its use and importance <br />to the State's citizens and legislators, to create demand for use of the Program, and <br />increase the general understanding and overall respect and support for the Program <br />(may include activities such as Board members and/or Board staff facilitating <br />legislative tours, etc,), <br /> <br />viii) May need to evaluate "streamlining" ISF filings through more flexible agreements <br />(e,g" non,water court) that allow for water sharing during periods of water scarcity <br /> <br />5/13/2005 <br /> <br />1 <br />
