· compile the drought reserve capacities and compare with existing contingency plans;
. assess and evaluate the drought contingency plans based upon any instance where drought plans or
conservation measures were implemented for an actual drought or shortage occurrence;
· assess what contingency plans are in place for dry years; and
. provide a listing and explanation of the statutory authorities for any of the state's govennnental bodies,
producers, businesses, and others to deal with a drought situation, (What are the legal options?)
Task 6: The >>roiect will create a re>>ort on Wet and Drv Years over the >>ast 300 years, Incorporate a
statistical report on wet and dry periods in Colorado and a background section on the history of droughts
particularly the 19305 and 1950s.
The contractor's report will include:
. a summary of population projections and of periods of drought in Colorado's major river basins;
. a brief, easily understandable picture of the wet and dry periods by year in Colorado over the past three
hundred years;
. an interim document that presents both the frequency and duration of dry and wet years and illustrates
the historical development of water storage and usage in the state;
. a review of the existing data from the Office of the State Climatologist, the Denver Water Board, the
National Weather Service and other relevant local, state and federal agencies; a graphical display
summarizing in a easily interpreted form by the majority of viewers, the historic wet and dry cycles in
Colorado; and
. research and graphically show the wet and dry cycles over the past 300 years using statistical data for
the last 100 years and tree ring and paleo-climatological data from the previous 200 years.

v. Project Administration
The contractor will make oral and written briefings for each task to the advisory committee and the
CWCB. The project will be under the direction ofthe CWCB, The contractor will:
. prepare periodic summary reports, suitable for inclusion in the final project report at the completion of
each task;
· compile and report on the results of the survey and all related meetings and reports;
. present interim reports to the drought task force and incorporate their comments into the study results;
· prepare recommendations for an implementation plan;
· participate in meetings that are a review of the project by the advisory group and sponsors; and
