,

e

e

e

contractor must adequately describe the methods it anticipates using in completing the survey, In
addition, an approach must be developed and will be employed to survey the organizations that do not
respond to the initial mail, Internet or telephone effort, In the development of the target list, the contractor
will include information on the smaller, more vulnerable systems that primarily serve rural populations, as
well as Colorado's metropolitan areas, In addition, the survey must incorporate the seven questions used
in the CWCB 's prior survey report of February of 2000, in order to reassess the results of that project.
The questions asked in the previous surVey were: (I) Have you done any drought planning? (2) Do you
have a master water supply plan? (3) Have you done a hydrology study that considers the risk of drought?
(4) Do you have a drought response plan? (5) Do you have a water conservation plan? (6) Is there an
ordinance that prescribes water conservation in times of drought? (7) Would you please send us a copy of
the work you have done?

Task 2: The contractor will conduct a survev of Colorado Water Users and Suppliers about water
supplv. usal!e and l!rowth, Water Users will be asked to assess their current water usage, growth status,
and water history of their community or entity, The project will evaluate the likelihood of increased
demand based on population, economic changes and other relevant factors, The project will provide tools
to water providers to facilitate the development of effective water supply and contingency plans by
offering methods for effective conservation. It will also provide an effective example of a comprehensive
drought plan, This will enable the CWCB to identify where the state's water supplies are and where
exchange benefits may exist. The survey will:
. Capture information on annual consumption, growth potential, treatment plant and delivery capacities
and population statistics,
· Assess what is being planned to accommodate increased demand based on population, economic
changes and other relevant factors.
· Determine areas of increased water demand fueled by growth and what methods are anticipated to
increase supply,
Task 3: This project will evaluate where current water supplies are and the amount of storal!e
available, Based upon the Colorado water year of 2000, the contractor will investigate the location and
quantity of the water by categories of use including agricultural, municipal and industrial, recreation or
other categories and by the source of the water including reservoir storage, wells, springs, and direct flow,
It will be based on the water year of 2000 and incorporate any available data from the water year 1977,
The contractor will need to review all prior studies, surveys, and databases in order to fully access water

5
