SUBJECT: Agenda Item lOa, December 2,1982, Board Meeting--
Final Reports for Hardin, Una, and Yellow Jacket
Project Studies

Introduction

Draft final reports for each of the subject project studies
have been received and are under staff review. The Hardin report
was transmitted to you earlier. Attached are draft executive
summaries from the Una and Yellow Jacket reports and a revised
executive summary for the Hardin report. The staff will make
presentations highlighting the results of each of these studies
at the Board meeting.

Recommendations

I recommend that the Board:

(1) accept each final report, delegate to the staff the
finalization of each report, and approve each report
for publication and distribution, and

(2) determine at the January 6-7 meeting what
recommendations, if any, it wishes to make when
transmitting each final report to the General Assembly.

This will enable the Board to go through a two step process of
first reviewing and accepting the consultants' products and then
determining to what recommendations, if any, the results of each
study lead.
