Merriel! and Frank <br />Delaney, or so many of them as desire to. do so, be <br />delegated to attend the meeting of the Upper Basin <br />States of the Colorado River Basin Whioh is expected <br />to be called by Governor Runt of Wyaning, with the <br />understanding that any member of the Board may send... <br />substitute, if he so desires. . <br /> <br />Upon a vate being taken the motion was unanimously <br />carried and deolared adopted. <br /> <br />Direotor St~ suggested that during the summer the Colorado Water <br />Conservation Board'should oonsider making a trip over the State viewing <br />reolamation projeots, projeots under oonstruotion, authorized projects and <br />areas where water development is now proposed, He expressed the view that <br />the Board 1Ii'1.S oonstantly aoting upon important matter.ot: water develOpllent <br />without having adequate on-the-ground information. Tho members of the <br />Board were asked to :aamnent upon the suggestion. All of them expressed ap- <br />proval of the plan. After such approval, the Direotor stated ths.t he would <br />later work out a plln for suoh a trip and submit it to the members of the <br />Board. <br /> <br />Thereupon Judge John B. O'Rourke advocated the advisability of the <br />Board passing a furthsr resolution designed to expedite investigation and <br />projeot construction of certain projects which have been under investigation <br />by the Bureau of Reolamation. <br /> <br />After discussion of suoh a resolution, Judge O'Rourke <br />presented and moved the passage Of the follouring resolution, <br /> <br />RESOLUTION <br /> <br />WHEREAS on the l4th day of September, lS45 the Colorado <br />Water Conservation Board adopted the following resolution, <br /> <br />"Whereas projects for the utilizati on and control of water <br />in the seventeen Western arid and semi-arid states will consti- <br />tute a part of the maj or publio works program for the i_diate <br />postwar period; and that efforts are being made to expedite pro- <br />jeot investigations for water developnent improvements; and <br /> <br />WHERE.AS it seems advisable for the Colorado Water Conser- <br />vation Board to formulate .a definite water development program <br />for the State of Colorado to be follOWed in. the immediate post- <br />1I'II.r period in order that the efforts of the State may have defin- <br />ite objeotives; and <br /> <br />W1IEREAS such an immediate progrQlll is understood to mean the <br />inclusi on of suoh aoti vi ties and proposed development as may <br />reasonably be expected in the near future and does not exolude <br />the broader and more extensive,progr.. whioh will.prooeed as fast <br />as project investigations may be .oc:mpleted and projects made <br />ready for authorization :in the future; <br /> <br />
