He oalled attention to <br />the oonsideration by the Board of &l1 early Bureau report on this oomprehensive <br />plan. He also disoussed the oonferenoe whioh had been held with the Governor <br />of Wyoming with respeot to a proposed meeting of the Upper Basin States when <br />the seoond oanprehensive report on the Colo~do River Basin was offioially <br />made available to the Stattls, This disoussion dso oonoerned the oonsider- <br />ation of initiating oompaot negotb.tions for the apportionment of the water <br />&IIlong the four Upper Basin States. In this OO1Uleotion the Direotor oalled <br />attention to the relation of the irrigati~ of Indian lands in the Colorado <br />River Basin to the basin-wide, development plan, 'He stated that Jean S. <br />Breitenstein had prepared a memorandum on this subjeot, oopies of whioh were <br />presented to the members of the Board. Mr. Breitenstein was oa11ed.upon to <br />make a further explanation of his memorandum. <br /> <br />The meeting reoessed for lunohat 12.10 p,m., to reoonvene at 2.00 p.m. <br /> <br />Afternoon Session, January 29, 1946 <br /> <br />Vioe-Chairman Chris Wallrioh oalled the meeting to order at 2.00 p.m. <br /> <br />The Boud resumed oonsiderati on of the Cherry Creek Flood Control projeot. <br />Colonel James V. Johnston, Distriot Engineer, Corps of Engineers, was pre- <br />sented a.nd oa.lled upon to make a further statement oonoerning the projeot. <br />Following Colonel Johnston's statement a disoussion ensued respeoting the <br />a.dequaoy of proposed outlet works in the dam for the proteotion of irrigation <br />uses and priority rights in water in the South Platte River below Denver. <br /> <br />"" <br /> <br />It was deoided to endorse the projeot unoonditionally with the under- <br />standing that Chief Engineer C. L. Patterson, J. M. Dille, State Engineer <br />M. C. Hinderlider and Glenn Saunders be designa.ted as a oommittee to make <br />a determination with respeot to the adequaoy of the outlet works at the <br />Cherry Creek D&IIl for the proteotion of irrigation rights and water use on <br />the South Pla.tte beICllI' Denver; that this oamnittee should oonfer with the <br />Army Engineers for the purpose of satisfying themselves anddown-strelJll <br />water users with respect to the a.dequa.oy of suoh outlet works; and tha.t in <br />this oonneotion the oommittee members take suoh measures a.s they deem proper <br />to arrange with the Corps of Engineers for revision of the design of the <br />outlet works. <br /> <br />Thereupon it was moved by J. M. Dille and seoonded <br />by George Bailey that the following resolution be ad opted I <br /> <br />"WHEREAS the United States krmy Engineers, after extended <br />hearings throughout the area to be affeoted, have adopted a plan of <br />flood oontrol fOr Sherry Sreek, immediately above the City and County <br />of Denver; and <br /> <br />WHEREAS said projeot has been authorized heretofore in the <br />Flood Control Aot of August 18, 1941, in aooordan08 with the reoom- <br />mendation of the Chief of Engineers in House Dooument No. 426, 76th <br />Congress, 1st Session, and now aotual oonstruotion is delayed until <br /> <br />
