Effective drought monitoring and prediction as well as analysis, interpretation, and <br />dissemination of easily understood drought-related data and information <br /> <br />. <br /> <br />The objective is to increase awareness and knowledge of droughts, including public participation in <br />drought planning and the design and implementation of measures to reduce the impacts of drought. <br /> <br />Recommendations <br /> <br />u Emphasis should be placed on greater collaboration and coordination among federal <br />programs, universities, and private institutions that gather and analyze drought-related data. <br />11 Establish a gateway for easier access to drought information and for integrating drought <br />monitoring, assessment, and prediction information and technologies. <br />11 National drought policy should support maintenance, modernization, and expansion of <br />weather, water, and climate observation networks to ensure that the basic data will continue to be <br />available into the future and ihat areas in need of observation network links are assured of the <br />technology. <br />11 The best medium and long-range forecast technology should be integrated with drought <br />monitoring tools to produce drought forecasts at the medium and long-range time periods. In <br />addition, as the quality of long-range forecasts improves through better statistical and dynamical <br />modeling techniques, forecasts of drought should be issued more frequently and supplied with <br />sufficient and easily understood probability information so that users can make informed planning <br />decisions. <br /> <br />. <br /> <br />. <br /> <br />~ <br />
