<br />Commission's findings. They constitute a framework for devising national drought policy. Success <br />. depends on faithful follow through on each recommendation as part of an integrated whole. <br /> <br />Recommendations <br /> <br />. <br /> <br />. <br /> <br />Our needs and gaps assessments provided the information that led to the goals we propose as the <br />basis for national drought policy. To achieve those goals and in adherence with the requirements of <br />the law that created the Commission, we make the following recommendations. We emphasize that <br />these recommendations should be viewed as an integrated whole and that their adoption and <br />implementation will result in nationwide policy beneficial to the American public. <br /> <br />Goal!. Drought planning and impact-reduction measures that incorporate comprehensive, <br />long-term strategies <br /> <br />The objective is to lessen the impacts of drought on individuals, communities, and the environment <br />through proactive measures, continually striving to reduce the need for future emergency financial <br />and other assistance. <br /> <br />Recommendations <br /> <br />u Planning and strategies for reducing the impacts of drought should be the cornerstone of <br />national drought policy and assistance to those affected by drought. Planning must be iterative to <br />achieve the goal of self-reliance and self-determination. The planning process alone, however, will <br />not mitigate the impacts of drought. Drought plans must also be implemented. <br />u The federal government should continue and enhance training, financial incentives, and <br />technical assistance for incorporating drought considerations into farm and ranch, business, water, <br />and land-use plans and risk management, including consideration of drought-related environmental <br />concerns. The focus of training should include not only the theories of drought planning and <br />impact-reduction but also practical application ofthose theories. <br />u National drought policy should encourage the appropriate federal agencies to participate in <br />cooperative partnerships with stakeholders to develop the tools and strategies for more effective <br />planning as well as for implementation of plans and impact-reduction measures. <br />u An evaluation of risk-management tools-including training programs and strategies such as <br />crop insurance, conservation easements, wetlands and wildlife habitat protection incentives-is <br />needed to determine their effectiveness and make recommendations for improvement. <br />u PLACEHOLDER-NEED A RECOMMENDATION ON WILDFIRE FROM WESTERN <br />GOVERNOR'S REPORT <br /> <br />- <br />,v{, <br />
