"At its June 16, 1950, meetine the Colorado Water Conservation Board <br />approved the Operating Principles for t.l1.e Fryi11Gpan-Arkansas Project as sub- <br />mitted by the Policy and Review Committee. Thereafter the Operating Principles <br />were submitted to the Bureau of Reclamation which made several objections thereto. <br />Also lkr. Thomas K. Younge, a Grand Junction attorney, criticized Paragraph 9 <br />of the Operating Principles. <br /> <br />"The various objections vmre considred at meetings attended by representa- <br />tives of the Bureau of Reclamation, the Colorado Water Conservation Board, the <br />Colorado Game and Fish Department, the Arkansas Valley interests, and the West- <br />ern Slope interests. To satisfy the Bureau of Reclamation ami Mr. Younge, <br />certain changes were informally agreed to by those in attendance at the meetings. <br />In addition it was agreed that a letter written by 1~. Avery Batson, Director, <br />llegion 7, Bureau of Reclamation, to V~. Cleland N. Feast, Director, Colorado <br />Game and Fish Department, and concerning Paragraph 11 of the Operating fTinciples <br />should be made a part of the official record of the Colorado Water Conservation <br />Board regarding the Opera tine Principles. <br /> <br />"The Operating Principles as modified have been approved by the Acting <br />Commissioner of Reclamation in his letter of January 23, 1951, to you as <br />Director of the Colorado ~ater Conservation Board. <br /> <br />"For the record and for the consideration of the Colorado Vlater Conserva- <br />tion Board, there is tran~mitted the following: <br /> <br />"1. Copy of Operating Principles as approved by the Acting Commis- <br />si9ner of Reclamation in his letter of January 23, 1951 (Exhibit A); <br /> <br />"2. <br />a copy of the <br />new language. <br /> <br />To assist in consideration of the modified OperatinG Principles, <br />modified paragraphs shovQng both the original language and the <br /> <br />"3. A copy of the above referred to letter from the Director of <br />Region 7 to the Director of the Colorado Depar~~ent of Game and Fish. <br /> <br />"4. Copy of the January 23, 1951, letter to you from the Acting <br />COmmissioner of Reclamation. <br /> <br />I <br /> <br />"The enclosed draft of Operating Principles has been carefully checked with <br />Region 7 of the Bureau of Reclamation. I am advised that upon the formal <br />approval of the modified Operating Principles by the Colorado Water Conservation <br />Board, the Bureau of Reclamation will expedite the submission of its report on <br />th~ Rryingpan-Arkansas Project. <br /> <br />Very truly yours" <br /> <br />Jean S.
