<br />242 <br /> <br />Morninr, Session <br /> <br />Friday, February 9, 1951 <br /> <br />The meetinr, was called to order to 10:00 a.m. by Clifford H. Stone, <br />Director and Secretary, in the absence of the Chairman and Vice Chairman of the <br />Board. <br /> <br />George A. Pughe was selected as Chairman Pro Tem. <br /> <br />The Director stated that there were two principal matters to be con- <br />sidered by the Board, namely; (1) Revision of Operating Principles for the <br />proposed Fryingpan-Arkansas Transmountain Diversion Project; and (2) proposed.leg- <br />islation to be considered by the General Assembly of Colorado on water pollution <br />control. <br /> <br />The Director explained that followinr, approval of the Operating Princi- <br />'pIes for the proposed Fryingpan-Arkansas Project by the Colorado Water Conservation <br />Board on Jlme 16, 1950, (see Vol. II, pp. 20h-205, Minutes of the Board), sych <br />principles were submitted to the Commissioner of the Bureau of Reclamation who took <br />.exception to certain .provisions thereof and that there followed a series of informal <br />. conferences reRul tine in a sur,eested revision of certain of these Operating Princi- <br />pIes. Such revision was first discuRRed by the Director and the Attorney for the <br />Board in ~ashington ynth the CommisRioner of the Bureau of Reclamation and his legal <br />a:ld engineering advisers. Later informal conferences on the subject were held. in <br />Colorado, attended by representatives of affected L~terests, and finally, on . <br />January 19, 1951, the various objections of the Commissioner were considered at a <br />meeting attended by representatives of the Bureau of Reclamation, the Colorado <br />Water Conservation Board, the Colorado Fish and Game Commission, the Arkansas <br />Valley interests and the Western Slope interests. At this meeting held on January <br />19, 1951, an informal a~eement ViaS reached for revision of such O]~rating . . <br />Principles. On January 23, 1951, such revision was formally accepted by the. <br />Co~issioner of the Bureau of Reclamation in his letter dated January 23, 1951. <br /> <br />A full report of the proceedings leading to such revision of the <br />Ol~rating rrinciples for tl1e proposed Fryingpan-Arkansas Project is shown in a <br />letter addressed to the Director, prepared by Jean S. Breitenstein, Chairman of the <br />Drafting Corunittee of the Policy and Review Committee.
