~..

.

.

.

,

The Engineering Consultant will also be required to address other issues like flood risk, habitat
and recreation concerns, risks to infrastructure, explanation of regulatory requirements and some
specific water quality issues.

The objective of the Multi-Objective Planning Project is to develop recommendations that are
accompanied by specific technical information, to make it easier for local entities to address
those issues affecting their jurisdiction that they both want to address and can find the resources
to address. For two reasons, the staff believes that a concerted effort by the CWCS, RW APA
and the selected Engineering Consultant will develop a product that the watershed can utilize
immediately to select its most significant river problems and act to address those problems: I)
RWAPA provides a direct link to the local governments in the Roaring Fork and Frying Pan
valleys, and 2) the Engineering Consultant will be charged with developing specific technical
information and specific recommendations for addressing important river issues,

Board Action

The staff requests that the Board offer any comments or recommendations regarding the
proposed MOD with RW AP A and regarding the attached draft Scope of Services for the Roaring
Fork River and Frying Pan River Multi-Objective Planning Project.

1:/wctrans/boardmem/mar98/mar98-4c.bdm
