<br />; <br /> <br />" ~~r" <br /> <br />Why Contract With RWAPA? <br /> <br />. <br /> <br />The CWCB is pursuing contracting (through the above-mentioned MOU) with the Ruedi Water <br />and Power Authority (RWAPA) to oversee the work by a separately-contracted Engineering <br />Consultant who would perform the Multi-Objective Planning Project itself. RWAPA represents <br />all three counties and five municipalities in the Roaring Fork River and Frying Pan River valleys, <br />with elected officials from those jurisdictions as Board members. RWAPA is respected in the <br />geographic area of the Multi-Objective Planning Project as representing well the local water- <br />related concerns. <br /> <br />The project will only have relevance if it has local support, particularly from those local elected <br />officials who would be the most likely to consider any of the project's recommendations. The <br />staff believes that RWAPA's involvement from the beginning of the project will greatly increase <br />the likelihood that the CWCB staff and the Engineering Consultant will help develop work <br />products that are locally relevant and that have a good chance of being implemented on the <br />ground. In addition, RWAPA will help involve as many local interests as possible in the project <br />by having closer contact with those groups than the CWCB or the Engineering Consultant could <br />have. <br /> <br />Discussion <br /> <br />Preliminary indications from RWAPA are that they are very interested in participating with the <br />CWCB in the Multi-Objective Planning Project. The Project Manager, Brian Hyde, already . <br />spoke with their Board in November 1997. He has been invited to meet again with the RW AP A <br />Board at their next meeting in Carbondale on March 12, 1998. Presuming that they maintain <br />their current level of interest in the project, the MOU could be finalized and approved by both <br />parties in short order. The attached MOU language describes the proposed contractual <br />relationship between CWCB and RWAPA. The attached draft Scope of Work describes the <br />work that RW APA would perform to fulfill their MOU obligations. <br /> <br />Once the MOU has been executed, the two parties will be ready to retain the services of an <br />Engineering Consultant to perform the project itself. The standard state contracting process will <br />be followed to select the most qualified Engineering Consultant, with the CWCB, RWAPA and <br />local communities participating in the selection process. At the January 1998 meeting Board <br />members received a copy of the 3rd draft of the Scope of Work for Consultant Services. <br />Although it has since been revised, that document described quite accurately what the consultant <br />would be retained to do. The primary emphasis of the project will be on stream stability, but <br />there are many other aspects involved. The consultant will be required to: <br /> <br />1) identify problem areas (with regard to stream stability), <br />2) determine causes of problems, <br />3) develop a proposed program for monitoring problem areas, and <br />4) recommend mitigation strategies for the stream stability problems, <br /> <br />_. <br />
