<br />159 <br /> <br />The Director explained that since the action of the Board at its April <br />meeting, he had proceeded in collaboration with the Bureau of Reclamation and in <br />conjunction with views of affected local interests~ to carr.y out the procedure <br />approved by the Board. <br /> <br />I <br /> <br />The Consulting Engineer of the Board explained the nature of the <br />investigations which were currently being carried out with respect to the project. <br /> <br />Mr. J. A. Keimig of Region 7, Bureau of Reclamation, reported the field <br />work at the Fort Morgan site had been practically completed. <br /> <br />Attorney General Metzger inquired if any final reports on sites are <br />being prepared, and if the Water Board had recommendations to make. He said that <br />the program should be expedited as much as possible. Director Stone explained <br />that State review and decision win be made by the Board, when Bureau reports <br />are completed and available for study. ' <br /> <br />Mr. Metzger moved that the Board request the Director to <br />prepare a memorandum for transmittal to all persons who signed <br />the above quoted petition, explaining the action, and reasons <br />therefor, which the Board had taken with respect to the proposed <br />Narrows Reservoir, and the nature and status of the investiga- <br />tion which had been taken pursuant to such action. <br /> <br />The motion was seconded by Judge Hughes. On vote, the motion <br />was carried unanimously. <br /> <br />The proposed report of the Regional Director of Region 4, Bureau of <br />Reclamation on the "Colorado River Storage Project and Participating Projects'" <br />was taken up ~ the Board. The Director called attention to a wall map, loaned <br />by Region 4, showing locations of the proposed hold-over reservoir sites. He <br />announced that the Storage Project Plan had been approved in principle by the <br />Colorado River Basin States Committee and the Upper Colorado River Commission. <br />In Colorado, five public hearings to obtain local viewpoints, were held at <br />Craig, Grand Junctio'n, Durango, Pueblo and Denver, and minutes kept for each <br />of those meetings. He further stated the State of COlorado, through its Water <br />Board, wes required to prepare official State comments on the report, to be <br />forwarded to the Director of Region 4. Copies of a preliminar.y draft of the <br />proposed official State comments were distributed to Board members. <br /> <br />The Board recessed for the noon hour until 1:)0 o'clock. <br /> <br />AFTERNOON SESSION <br /> <br />December 16, 1949 <br /> <br />I <br /> <br />The meeting was called to order by Vice Chairman Bailey at 1:40 o'clock. <br /> <br />Judge Hughes moved that the Board go into Executive Session. <br />On being seconded by Mr. Headlee, a vote was taken and the motion <br />was unanimously carried. <br /> <br />'- <br /> <br />The Board went into Executive Session. <br />
