<br />J.58 <br /> <br />The Director reported the petition had been presented to him by <br />Harry Rosener and Millard Huey of Fort Morgan. He stated that the Board had <br />considered the Narrows Dam at previous meetings, including the meeting held on <br />April 25 and 26, 1949, as revealed in the following excel"pt from the Minutes <br />of that"meeting, which were read: <br /> <br />"The Board took up discussion of the proposed Narrows Reservoir, <br />a project on the South Platte River, near Fort Morgan, Colorado, a <br />part of the Missouri Basin plan. The Director said',the project's <br />purpose"was flood control, and conservation and reregulation of <br />water imported from the Colorado River Basin. The Narrows Reservoir <br />was included in the President's flood control program, but its pro- <br />posed location, capacity and operations are questioned by engineers <br />of the State Water Board and affected local interests. A further <br />survey and investigation are deemed by the State and local interests <br />as being necessary. <br /> <br />liThe Director reported results of a meeting of officials of the <br />Board and affected local interests with the Director of Region 7; <br />Bureau of Reclamation. He read a letter filed with the Regional <br />Director, outlining the views of,the State and local interests. <br />This approach, in general, is that full investigations be made, <br />and that construction go forward only after the project has had <br />the full approval of the Colorado ,Water Conservation Board. <br /> <br />"Mr. Batson said that a Bureau survey was underway, but not <br />complete enough for a'report. He said that the only funds expended <br />for construction had been for a construction camp, and that no part <br />of the actual project was under construction. He reported that even <br />the best site was still in doubt, although the Bureau's present <br />thought is for a location at the Narrows site. <br /> <br />"Motion was made by Mr. Dille that the policy regarding the <br />Narrows Reservoir, as outlined in the Director's correspondence <br />with the Regional Director, Region 7, Bureau of Reclamation, and <br />supported in the general discussion at the Board meeting, be ap- <br />proved as the policy of the Board. ' <br /> <br />"The motion was seconded by Mr. Dutcher. On vote being taken, <br />the motion was declared adopted." <br /> <br />The Narrows matter was also before the Board at its September 16-17 <br />1949, meeting, at which time the Minutes showed the following: <br /> <br />liThe Director reported that local interests and the Water Board <br />have raised questions as to its location, operations and capacity, <br />as well as to its effects on water rights involved, with the result <br />that a further study of the project has been undertaken by the Bureau <br />of Reclamation. <br /> <br />"Mr. Tipton explained that three suggested sites have been re- <br />duced to two, the Narrows and one called the Fort Morgan site. He <br />said the review will again compare the two sites, in view of the ob- <br />jection that the Narrows site would entail flooding of too much <br />valuable land. He said a darn must be built somewhere in the area <br />for future use to arid irrigation and to control water brought to <br />the East Slope by transmountain diversion from the Colorado River." <br /> <br />I <br /> <br />I <br /> <br />, <br />
