<br />169 <br /> <br />] <br /> <br />(c) That the construction of such Holdover Storage <br />projects be initiated at an early date in order to provide <br />for the generation of hydro-electric energy to meet present <br />and potential power demands in the area and to supply revenues <br />for aid in the construction of projects essential to the <br />utilizationc:of the water allocated by the Colorado River <br />Compact to the Upper Basin. <br /> <br />(d) That the proposal in the report for setting up a <br />"Development Account" to aid in the construction of feasible <br />participating consumptive-use water projects, the cost of <br />which is beyond the ability of the beneficiaries thereunder <br />to repay, is desirable and necessary in. order that such <br />projects may he constructed. It is important also that the <br />major units of the project be placed in operation while there <br />is still unused water in the river which can be utilized to fill <br />the reservoirs. <br /> <br />(e) That the States submit an initial list of consumptive- <br />use projects for authorization and rarticipation in the "Develop- <br />ment Account". <br /> <br />2. This approval in principle of the above-described report <br />does not mean approval at this time of all of the specific units of the <br />Colorado River Storage Project as described in the tables on pages 12 <br />and 13 of the report. Further explanation of this statement is herein- <br />after contained. <br /> <br />3. It is understood that an effort will be made to obtain approval <br />by the Congress of the Colorado River Storage Project plan for the Upper <br />Colorado River Basin, contained in the report, and that such action by <br />theYongress will include authorization for construction of specified in- <br />. <br />itialcanits of the proposed Holdover~Storage units and of/~~tial Participat- <br />ing Projects. <br /> <br />4. Colorado reconunends and requests the inclusion in such initial <br />authorization of the following units of Holdover Storage: <br /> <br />(a) The Echo Park Unit on the Green River as described in ,the <br />report. <br /> <br />(b) The Gunnison River Development (As a part of the <br />Upper Basin plan set forth in the report to pt.ovide for <br />delivery of water at Lee Ferry as required by the Colorado <br />River Compact, and for paller production). It is recognized <br />that further stud;)', investieation and consideration of prob- <br />lems incident to storage on the Gunnison River must be under- <br />taken. It is necessary for Reeion 4 of the fureau of Recla- <br />mation, in collaboration with the State, to work out a final <br />plan for Holdover Storage on that river. It must be made <br />clear, however, that Colorado requests inclusion of a plan <br />for the development of the Gunnison River in the report <;1S a <br />part of the initial authorization of Holdover Stor<i1ge units. <br />Such inclusion is an essential condition to the approval by <br />this State of the plan set forth in the report. <br />
