Colorado takes the position, in the consideration of a <br />plan of Holdover Storage in the Upper Colorado River Basin, that <br />such storage should be provided in the maximum degree possible, <br />consistent with physical and economic factors, in the upper reaches <br />of the Upper Colorado River Basin and its tributaries. The storaee <br />also should be limited to that which will be required to enaole the <br />Upper Basin States to comply with their obligation at Lee Ferry. <br /> <br />6. On the basis of criteria, indicated by Region 4 of the <br />Bureau of Reclamation in the above report, Colorado recommends and <br />requests inclusion for initial authorization of the following Colo- <br />rado projects as "Participating Projects": <br /> <br />r <br /> <br /> <br />~ <br /> <br />(a) Paonia Project, including the Minnesota Division, <br />in Delta I.oounty, Colorado,' . <br /> <br />(b) Smith Fork Project, Delta County, Colorado. <br /> <br />(c) Silt Project, located near Rifle, Colorado. <br /> <br />(d) Pine River Extension, being a development 111lder the <br />Vallecito Reservoir Storage on the Pine River near Durango, <br />Colorado: <br /> <br />(e) Florida Project on the Florida River near Durango, <br />Colorado. <br /> <br />(f) Two units of the La Plata Project on the La Plata <br />River to serve lands in Colorado a.nd New Mexico. <br /> <br />(g) Little Snake Project for the irrigation of lands <br />in Wyoming and t;olorado on the Little Snake River, a trib- <br />utary of the Yampa River, which in turn is a tributary of <br />the Green River; provided, it should be understood that <br />this project may be included if the status of the investi- <br />gation and report on such project has reached a stage where~ <br />it qualifies under the criteria for inclusion approved by Region 4. <br /> <br />7. Colorado recommends and requests that the Collbran Project <br />near Grand Junction, COlorado, for the irrigation of land, the fur- <br />nishing of domestic water, and the production of hydro-electric <br />energy not be included for authorization in the initial list of <br />"Participating Projects". This recommendation is based upon the <br />conclusion of this State that the costs of this project are fully <br />repayable under the Federal reclamation law, as interpreted and <br />applied by the Department of Interior, and because of the further <br />conclusion that such project will not provide surplus revenues to. <br />aid in the construction of any other project. It is further here <br />pointed out that authorization and construction of this project <br />are required to meet at as early a date as possible the cr:i.tical <br />need for additional municipal water supplies for Grand Junction, <br />Colorado. Colorado does not deem it advisable to jeopardize the <br />chance for early authorization of the Collbran Project by including <br /> <br />~ <br /> <br />~, <br />
