' <br /> <br />The text of the official Colorado Comments on the Colorado River <br />Storage Project and J~rticipating Projects, as approved by the Board, is as <br />follows : <br /> <br />COMMENTS OF THE STATE OF COLORADO CONC.ERNING ... .1. <br />"INTERIM REPORT, COLORADO RIVER STORAGE PROJECT AND PARTICIPATING PROJECTS <br />(STATES OF THE UPFER DIVISION OF THE COWRADO RIVER BASIN) <br />DATED MARCH 1949, PREPARED BY THE REGIONAL DIRECTOR OF <br />RFflION 4, BUREAU OF RECLAJJATION, DEPARTMENT OF INTERIOR <br /> <br />December ,17, 1949 <br /> <br />Regional Director <br />Region 4 <br />Bureau of Reclama tion <br />Salt Lake City, Utah <br /> <br />The State of Colorado hereby submits its views and conunents <br />on the proposed report of the Regional Director, Region 4, Bureau <br />of Reclamation, entitled "Interim Report, Colorado River Storage <br />Project and Participating Projects", (States of the Upper Division, <br />Upper Colorado River Basin), dated March 1949. These v:i,ews and <br />conunents are submitted under the authority of Chapter 265, Session <br />Laws of Colorado, 1937, creating the Colorado Water Conservation <br />Board and defining its functions and under the designation of the <br />Board by the Governor to review such reports and submit the State's <br />comments. <br /> <br />It is noted that the above-entitled report is a proposed <br />report and that it is expected, after approval and possible re- <br />vision by the Secretary of the Interior, a final report will be <br />submitted at a subsequent date to the affected States for further <br />review and formal conunents in accordance with Section I of the <br />Flood Control Act 'of 1944. (Public Law'534 - 78th Congress). <br /> <br />The views and comments of Colorado with respect to the above- <br />descri bed report are as follows: <br /> <br />1. Subject to the qualifications hereinafter mentioned, <br />the State approves the plan contained in the report <br />in principle, by which is meant: <br /> <br />[ <br /> <br />(a) That, following the consununation of an Upper <br />Colorado River Basin Compact among States 'of the Upper <br />Basin, a comprehensive, basin-wide plan of development <br />is essential to provide for integrated utilization of <br />the water apportioned by that Compact. <br /> <br />(b) That it is also essential in such a plan, in order <br />that the States of Colorado, New Mexico, Utah, and Wyoming <br />shall meet the obligations imposed by the Colorado River Com- <br />pact of 1922 for delivery of water at Lee Ferry to make pro'- <br />vision for the construction and operation of Holdover storage <br />projects, for the joint use of such States, on the main stem <br />of the Colorado River above Lee Ferry and on its principal <br />tributaries in that area. <br />
