That the prnver revenue derived from said storage system <br />shall be given first priority for the construction of participating <br />in-basin projects necessa~ to meet the present and future water <br />needs of Western Colorado and thereafter to be used on out-of-basin <br />projects only to such an extent as is necessary to enable the State <br />of Colorado as a whole to use the entire share of water allocated <br />to it by the Colorado River and Upper Basin States Compacts. <br /> <br />4. That provision be made for the reservation of adequate <br />electric power for the present and future development of ITestern <br />Colorado and that project plans be so drawn that additional prnver <br />units can be installed to meet those future needs. <br /> <br />5. That the Black Canyon (Crystal Creek) project be given <br />equal construction priority vdth the Echo Park project. <br /> <br />6. That the construction of the Glen Canyon Project be <br />deferred until the practical higher elevation projects are com- <br />pleted and that it be deferred until such time as the Lower Basin <br />States agree to charge the evaporation loss of said project to <br />the share of Colorado River water allocated to them under Compact. <br /> <br />BE IT FURTMR RESOLVED that copies of this Resolution be <br />forwarded to the Hon. Clifford Stone, Director of the Colorado Water <br />Conservation Board and to the members of said Board from Western <br />Colorado. <br /> <br />It was moved by Director Stone, and seconded by Mr. Cross, <br />that the recommendations in Paragraphs 1 and 2 of the foregoing <br />resolution be accepted in principle and language in accord with <br />the discussion, and that an additional clause on need for survey <br />funds be included. <br /> <br />On vote being taken, the motion carried and was declared <br />unanimously adopted. <br /> <br />It was moved by Mr. Cross, seconded by Mr. Gum1ick, that <br />Paragraph 3 be eliminated from comments, without prejudice, for <br />later reconsideration. <br /> <br />Thereupon Judge Hughes offered a substitute motion as follows: <br /> <br />rl: <br />'. <br />, <br />~ <br />- <br /> <br />That in-basin projects be given first consideration 'as <br />participating projects in Colorado. <br /> <br />On being seconded by Mr. Smith, a vote was taken by the <br />shrnving of hands. The Chairman declared the motion adopted. <br /> <br />It vms agreed to reword the reference to power development under the <br />Colorado River Project Plan, set forth in Paragraph 4 of the resolution, <br />and to make it apply to all of Colorado, not any designated area of the State. <br /> <br />It was moved by Mr. Gumlic;k, and seconded by Mr. Smith, ~ <br />that the Golorado Comments on the Bureau of Reclamation report <br />on the proposed Golorado River Storage Project and Participating <br />Projects; as prepared by the Director and as amended by the Board <br />dur~ng we course of the Board meeting, be adopted. <br />
