Collisson <br />Secretary <br /> <br />I <br /> <br />Mr. Weller submitted suggested revision for Paragraph 10 of the pro- <br />posed State Connnents on the Colorado River Storage Project. The paragraph <br />was reworded to inclu:Ie the principal suggestions TlBde by him. <br /> <br />Mr. Pughe connnented that while a Colorado road ,to the site was favored, <br />the selection of route was an engineering problem, which might result in <br />locating the route differently than proposed by the Artesia group. He men- <br />tioned that perhaps the Park Service might have reconnnendations for a <br />ecenic route, along the r:lm of the reservoir to be creat"ed by the dam. <br /> <br />The Board recessed at 12 o'clock for the noon hour, to reconvene at <br />1:30 o'clock. <br /> <br />AFTERNOON SESSION <br />December 17, 1949 <br /> <br />The Board, reconvening at 1:30 o'clock, resumed discussion of the Colo- <br />rado River Storage Project report of the Bureau of Reclam3.tion. Judge Hughes <br />announced that the Western Colorado Water Planning Association had adopted a <br />resolution on the subject of the Colorado River Storage Project. 'He submitted <br />the resolution for the record and spoke in support of its provisions. The <br />resolution is as follows: " . <br /> <br />BE IT RESOLVED by the \'iestern Colorado Water Planning <br />Association, in meeting assembled at Montrose, Colorado, this <br />18th day of November, 1949, that the overall plan of the Bureau <br />of Reclamation for construction of nine hold-over storage reser- <br />voirs on the main stem of the Colorado River and its tril:utaries <br />in the Upper Basin States be approved in principle and upon com- <br />pliance with the fOllowing conditions: <br /> <br />~~~, <br />~ <br /> <br />1. That said plan shall not interfere with the completion <br />with all due diligence of surveys of the water resources and the <br />present and potential future needs of water in the natural basins <br />where said waters arise in Western Colorado. <br /> <br />,,~ <br /> <br />2. That said surveys and studies shall precede the con- <br />struction of initial projects under said plan insofar as possible <br />and practical, and any unfinished surveys shall proceed continu- <br />ously and coincident with construction of initial projects until <br /> <br />completed. <br />
