<br />.165 <br /> <br />I <br /> <br />The Director stated that he also wished to second the motion, and <br />explained that, in his judgment, the directive set forth in the motion <br />made by Judge Hughes had been carefully followed as a matter of practice <br />duting the entire existence of the Board. He further stated that it would <br />be his desire to leave no question as to such a directive being carefully <br />observed; and he further explained that in his judgment there had been no <br />deviation from such a directive by any attorney or other member of his <br />staff. <br /> <br />After further discussion, a vote was taken on the motion, <br />and it was unanimously carried and declared adopted. <br /> <br />R. M. Andrews, fish manager of the Colorado Game and Fish Department, <br />appeared before the Board to emphasize phases of game and fish development <br />in water resource development. Be urged that in project plans the fish and <br />wildlife values of the water resource be carefully considered. He was <br />ass~ed that the Board expected to consider fully these plans of water <br />development in future consideration of project plans. <br /> <br />The Board resumed its discussion of the Colorado River Storage Project <br />report, particularly the section of the State comments relating to the <br />proposed'access road from the Artesia, COlorado, vicinity to the proposed <br />Echo Park damsite. <br /> <br />Emrnett J. Digman, chairman of the Highway Committee of the Denver <br />Chamber of Commerce, submitted a written endorsement of the proposed <br />Artesia access road, which was included in the record as follows: <br /> <br />RESOLUTION <br /> <br />WHEREAS, The Bureau of Reclamation proposes to build a dam <br />to be kno'vn as Echo Park Darn in northwestern Colorado and has <br />investigated one potential access road between Vernal, Utah, and <br />the damsite, a distance of approximately 40 miles to cost $7,339,000, <br />and, <br />~mEREAS, the, Colorado state Highway Department has investigated <br />possible roads leading from U. S. Highway 40 in the region of Artesia, <br />Colorado, to the damsite and has made a reconnaissance survey of a <br />route 27 miles long that could be constructed at an estimated cost <br />of $1,580,000, and <br /> <br />WHEREAS, such road would expedite the dam construction program <br />because it can be built quickly by simultaneous work along its entire <br />route, thus permitting earlier comrnencement of construction of the <br />dam proper, and <br /> <br />WHEREAS, several ideal locations for construction and permanent <br />campsites, with plentiful spring water supply, and also'necessary <br />material for dam construction are available along the road within <br />easy driving distance of the damsite, and <br /> <br />rmEREAS, such road would bring about the saving of.46 miles <br />in road distance from the nearest railheads with consequent saving <br />in dam construction costs, <br />
