<br />The meeting was called to order at 1:50 o'clock by Vice Chairman
<br />George Bailey.

<br />Mr. Vidal reported that a noon conference of Colorado Commissioners and
<br />others on the Arkansas River Compact had not succeeded in agreeing on a sub-
<br />stitute clause for the present clause in Article 5, Paragraph F, but that.fur-
<br />ther discussion would be held on Sunday after Co~~issioner Mendenh~ll arrived
<br />in Denver.
<br />
<br />Gen. Hans Kramer, federal representative, and Chairman of the Arkansas
<br />. Compact Co~ssion, urged that Colorado Commissioners reach agreement on the
<br />disputed clause as early as possible, and he offered his services to Ilssist in
<br />that aim, if needed. .

<br />The Board took up discussion of Item 4 of the agenda, r~lating to Water
<br />Req1lirements in Western Colorado for Industrial Purposes. Director Stone said
<br />the situation was one that had been recognized for years by the Nater Board,
<br />and more recently considered extensively by the Steering Committee set up to
<br />review investigations and developments for both slopes. He reported the prob-
<br />lem has attained new urgency because of the present prospects for oil shale de-
<br />velopment in Western Colorado. He said the questionu:lf:,water requirements for
<br />proposed liquid synthetic fuels developments would be discussed at the meeting
<br />of the Steering Committee at Grand Junction, January 3-4, 1949. The Director
<br />announced that a number ,of key persons, identified with the oil shale program
<br />or interested in its development, had been invited to appear.

<br />. The Director reviewed figures and estimates possessed by the Water Board,
<br />and pointed out that the Bunger survey was fact-finding to supplement avail-
<br />able,statistics, and not an analysis of state water policy af:ecting the pro-
<br />gram. fidditional comments were made by ~r. Bannister, Mr. ~erriell, and Mr~Smith.
