<br />121 <br /> <br />MORNINJ SESSION <br /> <br />Saturday,' December 11, 1948 <br /> <br />The meeting was called to order at 10 o'clock by Vice Chairman Bailey. <br /> <br />-- <br /> <br />Tlje Director submitted to the Board the need for obtaining additional <br />~ongressional appropriations for expediting investigations in the Upper Colo- <br />rado River Basin. He explained that when the Upper Colorado River Basin Com- <br />pact became effective, the signatory States for the first time would be in a <br />position to urge adequate funds for the study of an Upper Basin comprehensive <br />plan and of the projects which would be included in such a plan. He pointed <br />out that the funds for investigational purposes derived from the Colorado River <br />Development Fund and the apportionment to the five States of monies from the <br />General Investigational Fund appropriated each year to the Bureau of Reclamation <br />were wholly inadequate to carryon this work; and he emphasized that. to adjust <br />th~ relationship between the ~est slope and the East slope developed by the <br />utilization of Colorado River water, these investigations were needed as soon <br />as possible. <br /> <br />The Director further explained that the Upper Colorado River Basin states <br />be~ieved that a united effort should be made to obtain an appropriation by Con- <br />gress of $2,000,000 for fiscal 1950 as a special investigational fund for the <br />study and survey and development of a comprehensive plan in the Upper Colorado <br />River Basin. He reconnnended that the Colorado dater Conservation Board author- <br />ize him to join in such an effort and to do everything possible to ojtain such <br />an appropriation. <br /> <br />After discussion of the matter, it was duly moved and seconded that the <br />recommendation of the Director be approved and that the Colorado Water Conserva- <br />tion Board authorize and direct the Director of the Board to join with the States <br />-of Arizona, New Mexico, Utah and Wyoming in taking such steps as may seem advis- <br />able in an effort to obtain an appropriation by Congress for fiscal 1950 of <br />monies to a special Upper Colorado River Basin Investigation Fund, in an amount <br />justified and' recommended by the Bureau of Reclamation, to carryon surveys, <br />studies and investigations in the Upper Colorado River Basin. <br /> <br />Discussion of the Investigation Funds was followed by a statement by Le.vis <br />.A. Young, State Sanitary Engineer, discussing the Federal Pollution Bill. Mr. <br />Young explained that the bill would be up for con~ressional appropriation in the <br />next session of Congress, and that supporting evidence as to the needs and facili- <br />ties in the various states was needed. He asked the Board to assist in the Colo- <br />rado inventory. <br /> <br />. . <br />Mr. Charles J. Beise addressed the Board, suggesting legislative revisions <br />in the Colorado ~ater Conservancy District Laws of 1937. The Director promised <br />that mimeographed copies of Mr. Beise's suggestions would be distributed for re- <br />view and comment. :dr. Saunders proposed formation of a Legislative Committee, <br />representing various interests and localities of the state, to study water legis- <br />lation which may be considered by the legislature at the forthcoming session. <br /> <br />Mr. Saunders moved that a Legislative Committee be appointed to study,' re- <br />view and recommend water legislation which may be proposed or introduced at the <br />ensuing Session of the Colorado legislature. Mr. Smith seconded the motion. On <br />vote, the motion carried. <br />
