<br />120 <br /> <br />The Director reported that since the position of Chief Engineer of the, <br />Board's engineering staff has not been filled following the resignation of Mr. 'r:; '. <br />Charles Patterson, project report reviews have been handled mainly by Mr. <br />Tipton and Mr~ Gildersleeve, but that. extra help was desired. The Director <br />recommended that John C. Page, formerly.of the Bureau of Reclamation, be em- <br />ployed to. assist in the review of t~e Gunnison-Arkansas Project report, and <br />he asked Board approval for such employment. <br /> <br />'. <br /> <br />, '- <br /> <br />Mr. Beaty moved that the recommendation of the Director be approved and <br />that John C. Page be engaged by the Colorado Water Conservation Board as a <br />part-time engineering consultant. Upon being seconded, the motion was duly de- <br />clared passed and carried. <br /> <br />fhe Board took up discussion of Colorado's financial obligation for 1949- <br />51 for the support of the administrative agency set up by the Upper Colorado <br />River Basin Compact. Mr. Breitenstein.explained the administrative setup pro- <br />vided by the Compact, and he reviewed the expenses of a secretary and other <br />items, for which Colorado would be required .to contribute in proportion to the <br />percentage of water allotted to the State by the Compact. General discussion <br />followed. The Director said that an appropriation for this purpose would have <br />to be made to the Colorado Water Conservation Board. <br /> <br />Mr. Dille moved that the Director be authorized to request an appropria- <br />tion of $40,000 for the 1949-51 biennium for Colorado's share for the adminis- <br />tration of the Upper Colorado River Basin Compact. The motion was seconded, <br />a vote taken carried and declared passed. <br /> <br />Judge A. W. McHendrie gave a report on the acti,~ties of the co~~ittee of <br />the Colorado Bar Association, which has been working on tile preliminary draft <br />of proposed legislation for a ground water code for Colorado. He announced <br />that in spiteof cooperative efforts in writing a proposed bill, there were still <br />many questions to be settled in the interests of unanimity, and that it would <br />he impossible to present a recommended bill to the pending legislature. He be- <br />lieved that increased public demal1d was desirable, and would be obtainable only <br />through further education, and wi th participation of more interested groups and <br />individuals. He suggested, also, that any bill should go before the legisla- <br />ture with the backing of a responsible group or organization. <br /> <br />Upon motion duly made, seconded and carried, the Colorado Water Conser- <br />vation Board adopted an expressed appreciation to Judge UcHendrie and his <br />com~ttee associates for their work in studying the ground water situation and <br />drafting a proposed underground water code. <br /> <br />(The Water Board went into executive session) <br /> <br />The Board remained in executive session until adjournment for the day <br />at 4:30 P. M. <br />
