<br />11-9 <br /> <br />At.. <br />,A,;ji!U:r, ~ Judge Stone submitted a copy of the resolution of the Arkansas Valley <br />/ ,,," tHch Association for inclusion in the official minutes of the Board, as <br />./' ~6110WS: <br /> <br />:,./ <br /> <br />BE IT RESOLVED by the Executive Committee of the Arkansas <br />Valley Ditch Association in meeting assembled at Pueblo, 13010rado, <br />this Jrd day of December, 1948, that the proposed Compact between <br />the States of Colorado and Kansas, for the distribution of water <br />from John.Martin Reservoir.Project, as the sa~e is set out in the <br />mimeographed draft thereof of date November 10, 1948, be and the <br />same is hereby approved, provided <br /> <br />(a) Paragraph F of Article V is subject to <br />such revisions as may be unanimouslJ" .agreed to by <br />the Colorado Compact Commissioners. <br /> <br />(b) That the word "materially" be inserted <br />on page 5 of said draft, before the word "depleted" <br />in the third line from the bottom of Paragraph D of <br />Article IV thereof. <br /> <br />(c) That the words "and reservoirs" be in- <br />serted on page 7 of :said draft, after the word "ditches" <br />in the second line from the bottom of Paragraph D of <br />Article V thereof. <br /> <br />BE IT FURTHER RESOL'TED, That the Colorado members of said <br />Commission be and they are hereby requested to sign said Compact, <br />after the editing of paragraph F of Article V, and the insertion <br />of the words "materially" and "and reservoirs", as hereinabove <br />set forth; to the end that said Compact may be submitted for <br />ratification at the next session of the legislatures of the <br />State:s of Colorado and Kansas, and thereafter to the Congress <br />of the United States. <br /> <br />, <br /> <br />It was decided that water users of the Valley and the Colorado Commis- <br />sioners should work together in rewriting Article F of the Compact, on a <br />.basis that would fulfill all the suggestions made through the Ditch associa- <br />tion and other sources. John Beaty suggested that the exact language be <br />left to the discretion of the Commissioners. Chairman Bailey announced that <br />-further consideration of the Compact would be delayed to the following day, <br />to give the Colorado Commissioners and others time to work on the recommended <br />revision of wording. <br /> <br />The Board took up the topic of the report on the activities of the Policy <br />and Review Committee, set up. to study the first stage of the proposed Gunnison- <br />Arkansas Project. Director Stone reported that the Policy and Review Committee <br />had been set up, as instructed bv the Board. He explained the membership and <br />personnel of the Committee. He discussed the municipal interest of Colorado <br />Springs. The Committee's work, he stated, is being dove-tailed with similar <br />studies of the Steering Committee. <br />
