"

Water Quality-Water Quantity Coordination Meeting. The highlight of the meeting was a
discussion of the water quality standards for effluent dependent waters. This is mostly a Western
States issue and the intent is to convince the EP A to potentially relax the standards for streams
that, except for when effluents are discharged, are otherwise dry or intermittent. These effluents
often create new perennial steam reaches in the arid and semi-arid western United States where
many natural streams are ephemeral or intermittent. Although these streams cannot be used for
recreation, they develop riparian ecosystems and contribute to ground water recharge. While
effluent-dependent streams may provide the benefit of riparian ecosystems, they also could
introduce potentially poor quality water into the system. The WQCC is in dialogue with the EP A
concerning effluent-dependent streams. The dialogue also addresses streams that may run dry as
a result of the exercise of water rights.

.

The next water quality-water quantity coordination meeting is scheduled for August 31, 2006.

Colorado Water Congress 2006 Meetings:

. The 2006 Summer Convention August 24 - 25, 2006 will be held at the Great Divide
Lodge in Breckenridge, Colorado. The Program and Registration Form will be posted at
a later date at the CWC website.

. CWC Seminar and Workshop Schedule: The Colorado Water Congress prepares a series
of four to eight workshops each year for the purpose of increasing and updating water
knowledge both for the actively involved water community and general public
knowledge. The seminar and workshops for 2006 will all be held in the Colorado Water
Congress Conference Room, 1580 Logan Street, Suite 400, Denver, Colorado. The 2006
programs and registration forms will be posted in late Spring, 2006. CLE credits will be
shown on the forms for the workshops when awarded.

.

. The 49th CWC Annual Convention will be January 25 - 26, 2007 at the DIA Hotel and
John Q. Hammonds Convention Center, 15500 East 40th Ave., Denver, Colorado

31st Annual Colorado Water Workshop Scheduled: The 31" Annual Colorado Water
Workshop is being held July 26-28, at Western State College of Colorado in Gunnison. The
CWCB will have its booth set up and information on our programs to distribute.

Colorado Riparian Association Seminar Scheduled: The Colorado Riparian Association is
presenting a Seminar Entitled "Sustaining Colorado Watersheds: Science and Restoration
through Collaboration" in Summit County on October 4-6. Contact: infolalcoloradorioarian.org
or call 303-499-1092 for more information.

CML Annual Conference Held: Colorado Municipal League (CML) held its 84th Annual
Conference in Breckenridge, Colorado on June 20-24 at the Beaver Run Conference Center. The
Conference hosted nearly 800 city administrators and council members from around the state.
CWCB became a Silver Sponsor in 2006, which entitled CWCB staff to display the services of
the CWCB in an exhibit booth at the conference. Kirk Russell of the Finance Section and
Tammie Petrone of the Office of Water Conservation staffed the exhibit during the conference.
Information brochures about the Water Project Loan Program and the Water Conservation &
Drought Planning Grants were provided to all attendees. The conference is a very efficient way to
communicate the services CWCB provides to municipalities around the state.

.

18
