The drainage basin <br /> <br /> <br />area upstream of the Boating Park is approximately eight percent of the total Yampa <br /> <br /> <br />River basin. at the east entrance of Dinosaur National Monument. <br /> <br />AveraQe Annual River Flow. This 594 square mile Yampa River subbasin <br />upstream of the Boating Park produces approximately 372,200 acre-feet per year <br />(1983-2002 average), representing 32.1 percent of the approximately 1,159,200 acre- <br />feet per year (1983-2002 average) that is measured at the Maybell Gaging Station. As <br />described in my December 22 letter report, the proposed' Boating Park water right would <br />produce approximately 104,900 acre-feet during the April 1 5 through October 31 <br />season, limited to 15 hours per day. This is equivalent to 9.1 percent of the annual <br />flow at the Maybell Gaging Station. <br /> <br />. <br /> <br />Existinq lnstream Flow Water Riahts. There is no instream flow water right in <br />the reach of the Yampa River encompassed by the Boating Park. In Case No. <br />01 CW1 06, there is a decreed instream flow water right on the. mainstem Yampa River <br />that extends from the confluence with Morrison Creek to the inlet with lake <br />Catamount. All of this reach is located upstream of the Boating Park. The amount of <br />the water right is 72.5 cfs during April 15 through August 14 and 47.5 cfs from August <br />15 through April 14.. During the proposed Boating Park operation season of April 15 <br />through October 31, the total volume commanded by this instream flow water right is <br />. 24,900 acre-feet. On an annual basis, the volume commanded by this instream flow <br />water right is 40,400 acre-feet. <br /> <br />In .Case No. 95CW150, there is an instream flow water right on the Elk River <br />and Yampa River in an area downstream of the Boating Park. Pursuant to this water <br />right, water is released from time to time by Colorado State Parks from storage in <br />Steamboat lake on the Elk River. This water is delivered to the Yampa River at its <br />confluence with the Elk River located downstream (west) of the Boating Park. Because. e <br />this delivery of water into the Yampa River occurs downstream of the Boating Park and <br />
