This analysis includes a
review of the potential impact on other water rights and on Colorado's ability to fully
develop its entitlement under the Upper Colorado River Compact.

.

The Boating Park water right is located on the main stem of the Yampa River, in
the City of Steamboat Springs, downstream from the mouth of Soda Creek (refer to .
Figure 1). The water right and the streamflow availability are described in a companion
letter report "Streamflow Availability Analysis," prepared by W. W. Wheeler. and
Associates, Inc., dated December 22, 2003.

River Location.. The .Boating 'Park is located .approximately 184 river miles
upstream of the point where the Yampa River crosses the Colorado-Utah state line. The
Boating Park is 97 river miles upstream of the. Maybell Gaging Station on the Yampa
River.

.

DrainaCle Basin. The drainage basin upstream of the Boating Park is 594 square
miles. The basin area upstream of the Maybell Gaging Station on the Yampa Hiver is
3,410 square miles. Therefore, the drainage basin upstream of the Boating Park is 17.4
percent of the total drainage basin upstream of the Maybell gage. There are large areas
of additional drainage area in Colorado downstream of the Maybell gage. The drainage
basin area on the Yampa River upstream of the Little Snake River is 3,837 square miles.
The drainage basin area upstream of the Deer Lodge Park gage on the Yampa River near

3700 South Inca Street

Enqlewood.
