The <br />Rio Grande Compact meeting is coming up next <br />week and I assume that the cast of characters <br />that I mentioned in the report, Mr. Whitten, <br />Mr. Geissinger, Mr. Gildersleeve, and I are the <br />proper ones. If we have any volunteers they <br />would be welcome or if anybody has an old suit <br />of armor they are not using at the moment we <br />would appreciate that too. I don't know what <br />the answer is going to be this time on the com- <br />pact. About the only thing in our favor is the <br />fact that New Mexico went in the hole this year <br />also. Colorado went in the hole again but New <br />Mexico did too. <br /> <br />We have, as Mr, Sweet reported, prospects <br />now for a good runoff. I want to call the <br />Board's attention to the fact that historically <br />years of good runoff, following years of drought <br />in the Valley, means a big jump in our indebted- <br />ness, not a payment because of the peculiar way <br />the compact works. When you have more than a <br />normal runoff we are required to deliver more <br />than the normal amount, and we don't do it be- <br />cause they use the excess runoff to recharge <br />the ground water. It is just an example to me <br />why you cannot divorce ground water from the <br />surface water because they are irrevocably tied <br />together. <br /> <br />AS I say, I have nothing in particular to <br />report. We have hopes that the Mexico water <br />matter is in the process of being resolved; at <br />least, on an interim basis.
