SPARKS: <br /> <br />Legislature writes its own comprehensive water <br />law this session that we better take another <br />run at it and I am pleased to hear that the <br />Governor, through Mr. Eckles, is going to turn <br />attention to that this year if the Legislature <br />doesn't solve the problem for us. We've got lots I <br />of bills in the Legislature about water and I'll . <br />be interested to see what the result may be. I <br />want to compliment the Water congress on publi- <br />cizing the various bills that are in the Legisla- <br />ture. I think that's a real service that has not <br />heretofore been available to the general public <br />and the membership. If we get them all passed <br />we'll have just as much fun as we are having right <br />now. <br /> <br />That's all I have to submit, Mr. Chairman." <br /> <br />"Thank you, Mr. Moses. I might state that <br />it is my personal observation that the staff of <br />the Board is cooperating fully with the Legisla- <br />ture. As most of you know, Senator Gill and <br />Representative Cook have been conducting hearings <br />every Tuesday afternoon on water alone. This may <br />go on indefinitely but I am sure that the Legis- <br />lature does appreciate the support in terms of <br />technical knowledge that the staff of the Board <br />has been giving them. <br /> <br />Now we'll call on the Director to make his <br />report, please." <br /> <br />"Mr. Chairman, gentlemen of the Board, and <br />guests, I want to report one. rather amusing inci- <br />dent in connection with the ground water problem. <br />A few days ago Mr. Fred Betz of Lamar, a regent <br />at Colorado University, asked what answer he <br />could give to people who contended that ground <br />water was a mineral in place under the land. <br />Well, I gave him one or two, but I heard the best <br />one yesterday from Mr. Bob Barkley.
