MR. STAPLETON:

MR. SPARKS:

Legislature writes its own comprehensive water
law this session that we better take another
run at it and I am pleased to hear that the
Governor, through Mr. Eckles, is going to turn
attention to that this year if the Legislature
doesn't solve the problem for us. We've got lots I
of bills in the Legislature about water and I'll .
be interested to see what the result may be. I
want to compliment the Water congress on publi-
cizing the various bills that are in the Legisla-
ture. I think that's a real service that has not
heretofore been available to the general public
and the membership. If we get them all passed
we'll have just as much fun as we are having right
now.

That's all I have to submit, Mr. Chairman."

"Thank you, Mr. Moses. I might state that
it is my personal observation that the staff of
the Board is cooperating fully with the Legisla-
ture. As most of you know, Senator Gill and
Representative Cook have been conducting hearings
every Tuesday afternoon on water alone. This may
go on indefinitely but I am sure that the Legis-
lature does appreciate the support in terms of
technical knowledge that the staff of the Board
has been giving them.

Now we'll call on the Director to make his
report, please."

"Mr. Chairman, gentlemen of the Board, and
guests, I want to report one. rather amusing inci-
dent in connection with the ground water problem.
A few days ago Mr. Fred Betz of Lamar, a regent
at Colorado University, asked what answer he
could give to people who contended that ground
water was a mineral in place under the land.
Well, I gave him one or two, but I heard the best
one yesterday from Mr. Bob Barkley. He said,
'~fuen it starts raining oil then we will treat
it like water, but until that time we'll treat
it as oil:'.

I

As Mr. Moses has reported, Mr. Whitten, Mr.
Geissinger, Mr. Gildersleeve, and he will attend
