Let's go then to the next item of business,
the proposed amendment to the La Plata River
Compact and, Larry, will you speak on this?

"Mr. Chairman, in the development of the
Animas-La Plata Project, the State of New
Mexico has asked that a compact be entered
into whereby their rights would be equal to
Colorado rights under that water diversion.
This, they think, is necessary and they probably
are right because in Article IX of the Upper
Colorado River Compact it says that they have
the right to come into Colorado and develop work
and then the last sentence, I think, says this
is true but after they get it developed we have
the right to take the water and use it within
our own state as we see fit. So they want some
protection on this.

I think the procedure that is necessary to
go about a new compact is that the Governor,
with the approval of this Board, will appoint a
representative and the state of New Mexico will
appoint a representative and the two, I think,
will appoint a third member to the compact com-
mission. So I would like to recommend to this
Board that Mr. Sparks be recommended to the
Governor as our member of the compact commission
and I would also like to hope that a little
Divine guidance accompanies him on this mission
so that, just once, Colorado can come out of
a compact a little bit more like a rose:"
