STAPLETON: <br /> <br />Let's go then to the next item of business, <br />the proposed amendment to the La Plata River <br />Compact and, Larry, will you speak on this? <br /> <br />Mr. Kroeger." <br /> <br />I <br /> <br />"Mr. Chairman, in the development of the <br />Animas-La Plata Project, the State of New <br />Mexico has asked that a compact be entered <br />into whereby their rights would be equal to <br />Colorado rights under that water diversion. <br />This, they think, is necessary and they probably <br />are right because in Article IX of the Upper <br />Colorado River Compact it says that they have <br />the right to come into Colorado and develop work <br />and then the last sentence, I think, says this <br />is true but after they get it developed we have <br />the right to take the water and use it within <br />our own state as we see fit. So they want some <br />protection on this. <br /> <br />I think the procedure that is necessary to <br />go about a new compact is that the Governor, <br />with the approval of this Board, will appoint a <br />representative and the state of New Mexico will <br />appoint a representative and the two, I think, <br />will appoint a third member to the compact com- <br />mission. So I would like to recommend to this <br />Board that Mr. Sparks be recommended to the <br />Governor as our member of the compact commission <br />and I would also like to hope that a little <br />Divine guidance accompanies him on this mission <br />so that, just once, Colorado can come out of <br />a compact a little bit more like a rose:" <br /> <br />"Now let me get this straight here. <br />are doing is suggesting Mr. Sparks' name <br />Governor; is that it?" <br /> <br />All we <br />to the <br /> <br />"Yes.
